  2. TWG Composition • The Secretariat reorganised the TWG in 2013. This resulted in the following members leaving the group: • Andrey Sorokin (Russia); • Clayton Abel (Australia); • Yosuke Okita (Japan) • Urs Amiet (Switzerland) • The TWG recognises and thanks these individuals for the tremendous work each did to support INSARAG and foster worldwide capacity building.

  4. 2013 Summary • The TWG continued to work with the OWG on the USAR Coordination Cell concept • Completed a revision of the IEC/IER Handbook and Checklist • Developed an IEC/R exercise planning guide • Continued work on Volumes II and III of the INSARAG Guidelines • Explored the feasibility of E-Learning packages

  5. 2014 The TWG was endorsed by the INSARAG Steering Group to continue its work.

  6. 2014 Work Plan • To deliver the IEC/IER Team Leader and Mentor Training Course (delivered in Abu Dhabi 3-6 March 2014) • Develop and implement a training plan for the proposed USAR Coordination Cell procedures – working with the OSOCC guidelines review team. • Conduct a review of the IEC/IER Handbook and Checklist – in Vol II (c) of revised Guidelines 2015. • Representation in the Guidelines Review Group and working on Volumes I, II and III. • Exploring E-Learning Platforms for INSARAG packages.

INSARAG 1st Responders course Objectives • Develop a shared understanding of the role of the USAR First Responder • Understand the importance of first responders in saving lives in the early stages of an event • Gain awareness of the generic hazards and risks within a structural collapse • Practice assessment of the scene and information gathering • Learn search and rescue techniques that are not dependent upon the possession of specific equipment • Augment knowledge of the regional or national USAR support available if required

  8. INSARAG 1st Responders Target Audience The local organised rescue capability: • Emergency services and civil defence • Military organisations • Community responders • Volunteer organisations • Non-Government organisations • Civilian Response Teams

INSARAG 1st Responders course Curriculum • Key target for the INSARAG community is the building of local rescue capacity by providing the participants with a basic awareness of USAR concepts in order that they may operate effectively, safely and in a coordinated manner at the scene of a structural collapse. There are four modules contained within the package and these relate to: • Assessment of the Impacted Area • Hazard Awareness and Risk Reduction • Basic Life Saving Measures • Development of USAR Capacity

Next Steps Review TOR for the TWG Further support the introduction of the new Guidelines Work with the Secretariat to transition the INSARAG 1st Responder Course to the INSARAG community Work with the Secretariat to support OSOCC guidelines and guidelines review Any other technical work as proposed in the Americas Meeting
