Inmarsat-4 will support existing Aeronautical safety services Inmarsat’s Public Service Agreement (PSA) commitment to ICAO (and IMO) For the near term, data and voice safety services will operate via Inmarsat H/H+, I and L Enhanced capabilities using the new Inmarsat-4 Satellites and new terrestrial infrastructure Inmarsat’s Next Generation satellites and SARPs compliant communications Eurocontrol NexSat Steering Group - Brussels June 2004

  4. Referred to as Aero-BGAN (Broadband Global Area Network) working title Designed to operate in conjunction with existing safety services (voice and data) and Swift 64. Will provide data rates up to 432kbps per channel. Will provide both ‘Circuit Switched’ and “Always on” TCP/IP data. Supported through High, Intermediate and Low gain antennas. Also provides the opportunity for development of significantly smaller terminals, and leads to lower priced services. Evolution of the expected Aero-BGAN system would be required for safety services support, which might imply Planning timeline for pre-operational trials of Aero-BGAN safety services circa. 2010 Beginning safety service requirements evaluation.Many questions, not least: Contingency? How to achieve priority and pre-emption? The effect of applying ESARRs NexSat as part of latter stages of LINK 2000+? Also CASCADE? ICAO view of digital voice versus circuit mode? NexSat HMLR provides good starting point for baseline requirements, but ideally A Concept of Operations is required for combined data and voice satcom operation in European region answering such questions as: What is the voice distribution requirement? Digitised voice offers new concepts of operation, should these taken into account? Which datalink services will the NexSat support?
