  2. Where We’ve Been • MDOT will be 106 years old in July • Detroit put the “world on wheels” and MDOT followed by putting those wheels on pavement • We connected two peninsulas with a world class bridge

  3. Where We’ve Been • MDOT built one of the first traffic operations centers in the nation in downtown Detroit • MDOT reached it peak employment level in the early 1970’s at over 5,000 employees • We designed and built iconic structures and roadways • We completed the last mile of our interstate freeway system in 1994

Where We Are • MDOT took an aging trunkline system from 67% good to over 90% good in ten years but these gains are not sustainable given future funding projections • MDOT peaked with our largest capital budget in the mid-2000’s at over $1.4 Billion (current 2011 projections predict a capital budget level approx. 57% of this high water mark) • We utilized bonding to accomplish a number of high profile initiatives (our debt service now ranges between $200-250 Million annually)

  5. Where We Are • TF2 reported that transportation investment at all levels in the state is woefully underfunded. This is echoed by the Asset Management Council statistics • Matching federal funds has been a year to year uncertainty due to debt levels • MDOT staffing levels have reached a 40 year low in recognition of budget constraints

Where We Are GoingFuture Funding • The TF2 findings are still relevant to any transportation funding discussion • Commitment to match all available federal funding • Federal Transportation funding discussion is centering around performance measures. Secretary LaHood projects an August 2011 transportation bill enactment • Asset management strategies will drive future funding levels in the state

Where We Are GoingTransportation investments that support economic vitality • Focus on corridors of significance that support efficient commerce flow across the state and at our international borders • Minimize traffic backups and slowdowns using the entire technology toolbox • Leverage transportation investments with economic development opportunities

Where We Are GoingInnovations and Continuous Improvement • Different contracting methods to assure best value (alt pavement, design build, best value selections, fixed price-variable scope, general contractor) • New and better materials (carbon fiber, ckd, warm mix asphalt, high performance concrete) • Accelerated construction methods (Accl. Bridge const, A+B, lane rentals) • Continuous tracking and evaluation of methods, successes and failures

  9. Where We Are GoingSafety – Towards Zero Deaths • Make roadsides as safe as possible through the 4 E’s (education, enforcement, engineering, emergency response) • Recognize the safety needs of all users • Work Zone safety initiatives

  10. Where We Are GoingMDOT - Organization • Structure/right size to efficiently deliver the most important services to our customers • Maximize internal and external resources to plan, develop, deliver, and maintain system within budget constraints

Where We Are GoingProjects • The 5 Year Plan is our roadmap for future projects • The Governor has committed to the construction of the DRIC • Blue Water Bridge Plaza improvements will begin this year • The need for projects several improve expand projects has not gone away (widening of I-94 in Detroit, Kalamazoo, and Jackson, widening of I-75 in Oakland Co., US-23, M-231, US-131,US-127, etc.)
