  3. Responsibilities: - Licensing-AAAS (LAAS) - Education-MAAS -MRAAS - Discipline

  4. Licensing- Responsible to ensure Assessors are licensed or certified - Only members can be licensed

  5. LicensingCurrent - Single license gives the impression that those who are licensed can value all property types

  6. LicensingCurrent Qualifications- MAAS or MRAAS, or - CAE and 4 years experience in mass appraisal, or - AACI and 4 years experience in mass appraisal, or - Designated from outside of Saskatchewan and 4 years experience in mass appraisal.

  7. LicensingProposed Changes- Clarifies licensed abilities of Assessors - Lines up with Labour mobility - A.I.T. - N.W.P. - Government – July 1st, 2012

  8. LicensingProposed Changes- 3 different Licenses - Licensed to value Ag Land only - Licensed to value all properties except Ag Land - Licensed to value all properties

  9. LicensingProposed Changes- Licensed to value Ag Land only - Degree in Agriculture, Geography, Ecology, or related (not tied to U of S), and - 4 years experience in mass appraisal of agriculture land with at least 1 of those years in Saskatchewan

LicensingProposed Changes- Licensed to all properties except Ag Land - MAAS, or - CAE and 4 years experience in mass appraisal, or - AACI and 4 years experience in mass appraisal, or - Designated from outside of Saskatchewan, and experience in mass appraisal, and demonstration appraisal report.

  11. LicensingProposed Changes- Licensed to all properties - MRAAS, or - Designated from outside of Saskatchewan to value all properties including Ag Land, and experience in mass appraisal, and demonstration appraisal report.

  20. Who is Impacted The change in curriculum will NOT affect any current candidate, junior or accredited member of the SAAA. It will only affect new members. Current members are not affected by the change in curriculum as from the time of their initial membership application they have been required to complete the prescribed number of CPD hours, they have been exposed to ongoing developments through in-house and workshop training. The new curriculum is aimed towards taking someone with NO experience to a professional level of competence.

  21. When and How? When – the desired implementation date for the new curriculum is January 1, 2014. However, there remains to be a lot of discussion and investigation before this can be written in stone. UBC is itself reviewing the course contents. Therefore, we must be patient to see these results before proceeding. How – the implementation of the proposed new curriculum will be completed in such a way as to have no effect upon current candidate, junior and accredited members. There will be lots of communication as this process continues to completion.

Code of EthicsProposed Code of Ethics for SAAAA member of the Saskatchewan Assessment Appraisers' Association shall:- Safeguard the interests of the public by conducting themselves in an honourable, ethical and professional manner. - Report other members who fail to conduct themselves in an honourable, ethical and professional manner. - Fulfill the obligations of his/her office and membership with dignity, discretion and honesty. - Maintain professional competence by keeping informed and complying with developments in the acknowledged standards of the profession.

Code of EthicsProposed Code of Ethics for SAAAA member of the Saskatchewan Assessment Appraisers' Association shall:- Conform to the Code of Ethics, Bylaws and Resolutions of the Association. - At all times act in a manner that will enhance the image of the Association and the profession. - Cooperate with the Association and its officers in all matters in a positive manner

Code of EthicsProposed Code of Ethics for SAAAIt is unethical for a member of the Saskatchewan Assessment Appraisers' Association to: - Conduct himself/herself in a manner detrimental to the public, the Association or the assessment appraisal profession. - Put forward a license granted by the Association as a qualification to undertake other assignments outside the assessment profession. - Claim any qualification for which he/she is not competent and properly qualified. - Undertake assessments for which he/she is not properly qualified and competent, whether through lack of education, experience and/or ability.

Code of EthicsProposed Code of Ethics for SAAAIt is unethical for a member of the Saskatchewan Assessment Appraisers' Association to: - Contravene law or legislation under which an assessment appraiser is bound. - Disclose confidential information except where required by law or policy - Make any irresponsible public statements of value. - Knowingly record a biased assessment. - Knowingly injure directly or indirectly the professional reputation of another member. - Engage in any activities in which they have, or may reasonably be considered by the public as having, a conflict of interest.
