  6. Catbalogan City • Catbalogan City is the capital of the province of Samar in the Eastern Visayas of the Philippines. According to the 2015 census, it has a population of 103,879 people. • It is Samar's main commercial, trading, educational, financial and political center. The city is the gateway to the region's three Samar provinces.

MAIN CHALLENGES LINKED WITH CLIMATE CHANGE • Destruction of Environment and Disruption of Human Activities • Lack of grasp of communities of Climate Change issues • Lack of Resources to Fund Climate Change Interventions • Insufficient Laws to Compel LGUs to Implement Climate Change Programs and Projects

  9. RESPONSES TO LOCAL URBAN CHALLENGES RELATED TO CLIMATE CHANGE • Building climate proof communities, from residential houses to infrastructure facilities, to energy sources (e.g. Sky City, Odin Wind Tower, Solar Powers, LED Lights)

Institutionalization and localization of various climate change issues and adaptation and mitigation interventions (e.g. wide dissemination of Sendai Framework, localization and implementation of DRRM programs and projects, Local Climate Change Adaptation Plan (LCCAP), operationalization of BDRRMC/Os)

  11. Automatic allocation of funds for climate change mitigation and adaptation programs and projects in the annual budget. Inclusion in the plans and appropriation of funds of climate change interventions (e.g. AIP, LDIP, ELA, CDP)

  12. Make representation to national agencies and councils; and active participation in various national conventions and meetings to push for advocacies on climate change proactive policies

ACTORS INVOLVED City PDC, City Treasurer, City Accounting,City Budget, SangguniangPanlungsod and City Investment and Promotions Office • responsible for funding the interventions (mitigation and adaptation programs) to counter or prevent the effects of climate change. • part of their job is the sourcing out of external funds specially that the city has limited financial resources

  15. ACTORS INVOLVED National Government Agencies and other regional and provincial line or corresponding agencies of the city’s abovementioned agencies • provide technical and logistical assistance to the city in its various endeavors and interventions to combat climate change

ACTORS INVOLVED Local Development Councils, Sectoral Council and the City Council • responsible for the formulation and passage of various policies, laws, regulations and ordinances that will provide legal framework and foundation of the said policies that will be implemented in the communities

FINANCING ADAPTATION AND MITIGATION The funds that will be spent in the programs, projects and activities on climate change mitigation and adaptation will primarily be sourced out from the local funds of the city i.e. City IRA and local sources, fundings from national agencies i.e. BUB Funds. These funds are specifically identified in the annual budget through climate tagging tool mandated to all LGUs in the preparation in their budgets.

OUTCOMES AND FUTURE IMPROVEMENTS • Conduct of various information, education and communication (IEC) activities in relation to Climate Change that was able to raise the level of awareness and consciousness of the communities on the said issue/concern • Empowerment of barangays, small communities and families to be climate resilient e.g. BDRRMC and the obvious change of behavior during disasters in which LGU does not have hard time convincing them to evacuate.

  19. OUTCOMES AND FUTURE IMPROVEMENTS 3. Establishment in the near future of a new township which is disaster resilient and climate proof (i.e. Sky City Mega Proj) 4. Establishment of an evacuation and relocation complex i.e. STEP Northern Project 5. More responsive, inclusive and comprehensive national and local policies to combat climate change 6. Establishment of communities situated in climate proof and disaster resilient locations

  20. OUTCOMES AND FUTURE IMPROVEMENTS 6. Establishment of communities (residential communities) situated in climate proof and disaster resilient locations and encourage those communities living in the vulnerable areas to transfer or relocate in these new communities i.e. Payao and Lagundi Housing Projects 7. Businesses, foreign governments and entities, and national agencies are providing funding to LGUs initiatives on climate change

  21. OUTCOMES AND FUTURE IMPROVEMENTS 8. Urban centers which are climate proof and resilient are established 9. Specialized agencies and offices in local levels equipped with state of the art facilities and technical knowledge and skills are established in the LGUs 10. Information sharing and dissemination are already in place.
