About RI Statewide Planning • Statewide planning agency within Dept. of Admin. and single statewide MPO • State Planning Council (MPO Board) has no elected officials • All 39 cities and towns are required to have comprehensive plans • Comprehensive plans are consistent with State Guide Plan (28 elements)

  4. Transportation Advisory Committee (TAC) • TAC has 26 members • State and local officials • Members of the public • Non-government organizations • Construction Industry • Trucking Association • Economic Development

  5. Transportation Improvement Program (TIP) • Eligible applicants • Cities and towns • State agencies • Members of the public • Transportation providers

  6. TIP Criteria • Mobility • Cost-effectiveness • Environmental Impact • Economic Impact • Consistency with State and Local Plans • Safety, Security, and Technology

  7. TIP Criteria • Works for all modes • Highway projects proposed by cities and town • Bike path project proposed by a member of the public • Rail project proposed by Providence and Worcester Railroad

  10. Case Study: Freight Rail Improvement Project (FRIP) • 22 miles of improvements • Central Falls – Quonset • 12 miles new track south of Providence • 5 miles upgraded track north of Providence • 5 miles of shared track

  11. Funding • FRA 50/50 funding – track rehabilitation • FHWA funds – planning, design and bridge clearance work • State matching funds • GARVEE funds

  12. Benefit: Increased Freight Traffic • Clearances needed for high & wide freight, including tri-level automobile carrier rail cars • Operational flexibility

  13. Benefit: Commuter Rail • The FRIP gives us the 3rd track flexibility for commuter service on the Northeast Corridor to Warwick and Wickford Junction
