  16. 9. Scope of Proposed Project: Establish coexistence and inter-working among the 802.11a, ETSI HiperLAN/2, MMAC CSMA and HiSWANa standards. Extension of each of the MAC and PHY layers of these standards will be defined collaboratively to achieve coexistence and inter-working. 10. Purpose of Proposed Project: To establish coexistence and inter-working among the 802.11a, ETSI HiperLAN/2, MMAC CSMA and HiSWANa standards. Information Item - Get IEEE 802 "GET IEEE 802(TM)" PROGRAM PROVIDES PUBLIC ACCESS TO NETWORKING STANDARDS The IEEE Standards Association (IEEE-SA) launched the "Get IEEE 802" program granting public access to view and download individual electronic (PDF) IEEE Local and Metropolitan Area Network (802) standards at no charge. New IEEE 802 standards will be added to the "Get IEEE 802" program, in PDF format, six months after publication. The "Get IEEE 802" pilot marks the first time the IEEE-SA has joined forces with industry to make a series of standards widely available. The program was established to assist potential users for whom the standard itself could be more costly than its actual implementation for network connectivity. IEEE SA PoliciesDefinition/Use of Consensus 8.3 - CONSENSUS IEEE shall ensure that its standards represent a consensus, to the extent possible, of all interests substantially concerned or potentially affected by the standards and that proper procedures have been carried out in their development. This implies that all interests shall have had an opportunity to submit input to, or comments on, standards proposals, that all dissenting views shall have been considered and addressed, and that an adequate appeal mechanism is available to parties objecting to a standard.   37. IEEE SA –Standards Development NEW OPTIONS FOR DEVELOPING STANDARDS Traditional balloting on IEEE Standards has been by individuals. An employer funded many of these individuals. In a few cases the individual was funded by an organization and was identified as an organizational member of the balloting group. This tradition of individual balloting has been a hallmark of the IEEE standards process. Some standards developing efforts do not benefit from this traditional balloting process. Instead, there are instances where projects will benefit from a sense of organizational involvement and voice. Organizational involvement can offer: Accelerated standards development. Organizations can commit resources to conduct many meetings over a shorter time interval than customary, Continued involvement by the organization even if personnel changes occur, Organizational voting assures equal voting, a level field – not multiple votes from individuals having the same employer, Some projects are only available for IEEE sponsorship if decision making is "organizational", Organizations may offer quicker and wider distribution of information, may widely distribute draft information, and are more likely to purchase paper and electronic versions of approved standards. A study of these and other concerns over the last four years has identified need for IEEE to offer more options for developing standards. The options adopted by the IEEE-SA Standards Board to become available in 1999 are: Continuation of the traditional individual balloting without any change, and Entity voting (A combination of entity and individual voting is under consideration) An entity can be any type of "person" except an individual. Examples are a corporation; federal, state, provincial or local government agency; partnership and similar. The entity must be a member of IEEE-SA.
