CTP Vision/Mission • College Tech Prep (CTP) in North Carolina has a vision of a well-educated, high-performance, 21st century workforce created through its mission of strategic partnerships among secondary and postsecondary education, business and industry, and economic and workforce development.

  3. Seamless Educational Program • Two or more years of technical courses in high school • Earn college credit in high school • Continues with Associate Degree, 2-year certificate, or completion of a 2-year registered apprenticeship.  • Leads to high-skill, high-wage employment

CTP Priorities for 2010-2013 • Secondary/postsecondary/business partnerships. • Reduce the percentage of students who need remedial courses at the community college. • Focus on emerging careers in specific community college program areas. • Career Clusters identified by JOBS Commission. • Increase participation in work-based learning. • Educate parents and counselors about the benefits of College Tech Prep.

Dual Enrollment • Huskins Cooperative Program Agreement – College courses for HS students • Concurrent Enrollment – regular colelge courses that HS students attend. • Learn and Earn Online – online college courses that our HS students attend. • Early College – small 5-year HS on college campus

Career Ready Commission – Guiding Policy Goals • Make CTE a part of all HS students’ experience. • Develop students’ skills in entrepreneurialism. • Every school produces lifelong learners who are both academically-skilled and career-ready. • Enable HS students to make wise academic and career choices. • Connect business leaders with educators • Bring together state, regional and local leaders in education, workforce and economic development.

Joining Our Businesses and Schools (JOBS) • Joint Legislative Study Commission • Lt Governor Walter Dalton • First met – October 2009 • Final report – May 2010 • Intent was to study HS Career Academies and Early College High School programs • Recommended career clusters for each of the NC regions

  21. Articulation = Joining Parts Together • Articulation is a seamless process that joins secondary and postsecondary education and minimizes duplication of effort. • Articulation connects high school coursework with community college coursework.

  22. Articulation Agreement • Approximately 70 high school CTE courses that match the essential standards (learning objectives) found in similar community college courses. • Earn transfer credit to NC community college if: • final grade of B or better • postassessment raw score of 80 or better

  23. Articulation Update • High school courses and community college change over time. • Six years since the current articulation agreement was updated. • Raw vs Scale postassessment scores. • Updated Articulation Agreement to coincide with new CTE SCoS.

College Presidents sign agreement 5. State Board of Community Colleges approve

  25. Criteria to Award Articulation Credit • Currently: • Grade of B or higher in the course, and • A raw score of 80 or higher on the standardized VoCATS postassessment • Proposed: • Grade of B or higher in the course, and • A score of 93 or higher on the standardized CTE Postassessment
