  2. What Is TAIEX? Technical Assistance Information Exchange TAIEX is an instrument for Institution Building TAIEX: short-term public assistance is used to deal with accurate, focused and targeted requests On the basis of requests from the Beneficiary Countries TAIEX provides short-term assistance: Duration of TAIEX missions: usually 1 to 5 days maximum reactive assistance: Simple procedures allow to have the requested services in place in 5 to 6 weeks minimum

PAO is the coordinating body for Twinning and TAIEX activities in Azerbaijan Plays a central role in ensuring communication between EC and BA Ensures that the TAIEX activities are in line with national policy objectives and reform agenda Provides an assistance to BA (Focal Point) to identify the TAIEX project ideas, formularize and submit application forms (TAIEX requests has to be sent by FP to PAO!) Examines content of the request and provides further information Forwards requests to the EC Informs BA on the outcome of the request expertise Follow-up, support and gives a consultation BA for successful implementation of its TAIEX request Roleof PAO

FP is a reference person within BA FP is a promoter of Twinning and TAIEX instruments within BA FP must know the objectives of Twinning and TAIEX instruments FP must assist to the relevant departments to identify the project ideas, assist to formularize their request and fill in the application forms FP must send the TAİEX request to PAO FP must be in touch with PAO to follow TAIEX requests FP must keep PAO informed with all on-going processes with implementation of the certain TAIEX request FP must copy to PAO all e-mail correspondences with the representatives of EC Role of Focal Points (FP)

TAIEX Project Cycle If, TAIEX requests are originated by beneficiary, it goes through the following steps: Define the eligibility of your organisation Identify needs for TAIEX assistance Select the type of TAIEX assistance required Apply for TAIEX assistance Evaluation of applications by PAO and EC Organize the TAIEX event Evaluate results of TAIEX event If, TAIEX event is initiated by the PAO or EC, then after participation at the event, proceed to Step 7. Evaluate results of TAIEX event

  6. Step 1. Define the eligibility of your organization TAIEX Beneficiaries Parliament Judiciary and Law Enforcement authorities Social Partners Note: TAIEX does not provide direct support to private citizens, or to individual companies Public Administration

  7. Step 2: Identify needs for TAIEX assistance Why to use TAIEX To approximate the EU legislation To help in the implementation and acknowledgement of EU best practices To achieve the priorities as agreed in the PCA and ENP Action Plan To identify themes for future Twinning Projects

Step 3: Select the type of TAIEX assistance required: • Expert missions in BC • To provide guidance on legislative projects and on the functioning of the • administrative process, to advise on legislative acts and on their implementation, to • explain the EU acquis, to present examples of good practices... Seminars – Workshops in BC To present and explain EU acquis-related issues to a large audience (selected by the BC) within the same country or to several countries concerning the same issues Study visits in MS To allow Officials from a BC to understand how Member States deal with practical issues related to the implementation and enforcement of the EU legislation

Step 3: Select the type of TAIEX assistance required: • Expert missions to BC (max. 1-week duration) • Limited to maximum 2 TAIEX experts • TAIEX covers all logistic costs for the experts (transportation, accommodation…) • Note: If you know from whom you wish to receive expertise within Expert mission, please indicate • it in the application Seminars – Workshops in BC (2 days at the most) To present and explain EU legislation related issues to a large audience (selected by the BC) within the same country or to several countries concerning the same issues Limited to maximum 2 TAIEX experts TAIEX finances and books (via the logistic operator) the following items: the conference venue and technical equipment (if not provided by beneficiary); travel and hotel costs for the speakers coming from abroad; hotel costs for participants living 100 km away from the place, where the seminar takes place (the names of this persons should be sent in a separate document); interpreters and interpretation equipments; coffee and lunch breaks (TAIEX does not finance dinner or reception) Note: TAIEX does not cover costs for participants travel

Step 3: Select the type of TAIEX assistance required: Study visits in MS (max. 1-week duration) Limited to maximum 3 TAIEX beneficiaries TAIEX covers all logistic costs for the beneficiaries (transportation, accommodation…) TAIEX does not cover costs for the host institution Note: If you know a Member State Administration/Organization from which you wish to receive expertise within the Study Visit, please indicate it in the application to be entered at Step 4

To apply for TAIEX assistance, please open the Twinning and TAIEX web site in Azerbaijan www.twinning.az›TAIEX section›Application forms›Enter login and password›and Submit filled application form Note: Only officials, nominated as Focal Points by their administrations can submit TAIEX application Step 4. Apply for TAIEX Assistance

The application is being evaluated by the PAO and EC for: - Feasibility and coherence to EU legislation - Coherence with Action Plans and NIP If the application is Approved, the PAO and EC inform the BA, and insert the event into the TAIEX database under a specific TAIEX code number. If the application is Rejected, the PAO and EC inform the BA explaining the refusal Note: Reasons for rejections include but are not limited to the following: 1. Call for a TAIEX financing to join non-TAIEX events: - EC does not provide assistance for participation in events in which it has no involvement and which are organized by other bodies (including MS and BA) - If registration fees are required, this means that event is not a TAIEX operation. 2. Overlapping with Twinning Projects (in either matter or timing): - EC does not support a TAIEX event if the same topic is being covered by a twinning project 3. Too weak a relation with EU legislation 4. Private technical assistance: TAIEX cannot be used for achieving some private commitments (on the basis of personal interests), by requesting the financing of transportation and accommodation in order to join an event abroad which obviously has no link with a TAIEX-sponsored event. 5. Redundancy of TAIEX requests (same issues, different types). - TAIEX does not support requests which cover the same issues to be realized under a number of different types of TAIEX events Step 5. Evaluation of application by PAO and EC

To follow the information about the upcoming international TAIEX workshops organized by EC in relevant fields through the web-site www.twinning.az (in section TAIEX choose the link of international TAIEX events). In case of availability of the interesting event the focal points could get in touch with PAO and inform them about the wishes of their institutions to take part in it. To keep both PAO and ITTO informed about all ongoing processes relating with implementation of the certain TAIEX request by making cc to both PAO and ITTO for all e-mail correspondences with the representatives of EC and GTZ. To keep also both PAO and ITTO informed in case of direct invitation from EC or Member state organizations for their representatives to take part in the international TAIEX workshops.
