  2. Why a training session on procurement of BBPS? In order to have an interest in Bio-Based Products and Services (BBPS) contracting authorities (CAs) need to be aware of the possibilities and advantages of BBPS. In order to be able to procure BBPS, contracting authorities need to know how to set up a procurement strategy where BBPS get a fair chance how and where to find information what the legal possibilities are what different procurement procedures exist how to write functional specifications and criteria. A training session should cover these items

  3. Objectives of a half day or full day training session Understand what bio-based is and why to procure bio-based. Have a basic knowledge of bio-based products and know some specific properties. Have a basic knowledge about tools that can be applied in procurement of BBPS and know that there are (limited) standards. Have taken note of some inspiring practices from other procurers. Have some understanding of the relation of procurement of BBPS and circular and green procurement. Understand what expertise is required to be represented in a team to procure BBPS. Have an initial understanding of how to procure BBPS: the legal possibilities, functional specifications and criteria. Have knowledge on how and where to find information on BBPS and suppliers of BBPS. Have some ideas about how to use the contract stage for BBPS. Have a general understanding of stages in a procurement process and their relevance for BBPS.

Target group Procurers with knowledge op Green Public Procurement If GPP is not generally applied in your country it may be wise to organise a training on GPP and integrate information on procurement of BBPS. Don’t limit your target group to procurers. Others involved in a procurement, like project leaders, policy makers, budget keepers may also learn from a training session A training session given in the native language of the participants, with preferably examples from their own region or country, is expected to be most effective. “If you talk to a man in a language he understands, that goes to his head.   5. Inviting and preparing the participants When organising a training session engage multipliers (organisations trusted by the target group) and use their usual channels to invite participants. We recommend adding two questions to the registration form 1. What are your own learning objectives? 2. What is the strategy of you organisation or what are the “needs” for bio-based? This information helps the trainer and speakers to fine-tune their contributions We suggest to send the participants a preparatory assignment. It should not be too complicated and will guide them to information like the InnProBio toolbox. It should also inspire them to look at their own policy where procurement of bio-based products would fit. This assignment should help the participants to come prepared to the training session.

  6. Preparatory assignment for the participants (example) Your manager / director wants you to procure a bio-based product or service that puts him in the spotlight as a green public manager. For this assignment you choose one from the following three categories: (1) Construction and Infrastructure; (2) Catering; or (3) Gardening and landscaping. Answer the following questions: What policy does your organisation have in which procurement of bio-based products would fit? Search for an angle. Who in your organisation do you need to move forward and why? How will you find relevant bio-based products? How do you define bio-based in your tender? What procurement procedure do you think is appropriate?

  7. Introduction to procurement of BBPS Objectives Participants understand what procurement of BBPS is and understand the relation with circular and sustainable procurement. Bio-based products and services (BBPS) Objective Participants know What bio-based products are, and what different types there are Pro’s and con’s and long term pro’s That only few bio-based products are 100% bio-based How to find them (databases) How Show product examples (pictures); bring along sample products Show database with BBPS

  9. Certificates and standards for BBPS Objectives Participants learn about standards and certificates Participants understand how to use them in procurement How Presentation and discussion

Bio-based procurement strategy in own organisation Objectives Participants get tips how to get bio-based on the agenda of their organisation and who to involve in the procurement process Participants are aware of different roles in socially responsible and bio-based procurement (see next slide) Participants learn about the importance of trial locations How Preferably presentation and discussion with an experienced procurer

Tender documents from inspiring practices Objective Participants learn from inspiring good (and not so good) practices and understand how others have bought bio-based Functional specifications Award criteria Total Cost of Ownership (TCO) Certificates Contract How Presentation with discussion, hand-outs with tender documents from the examples and text blocks

  15. Gain practice with acquired knowledge Objective Use the learnings of the training session in an assignment How Discuss (and continue with preparatory) assignment (for an example see slide #7) in small groups Report about your group results

  16. Feedback and follow-up Feedback Ask for feedback on how to improve the training session One-pager to fill in directly after the meeting – High response rate, short answers Online questionnaire send directly after the meeting – Lower response rate, more detailed answers Report Share your findings of the day in a report, send it to participants and put it on your website. Follow-up Is there a need for networking after the session? Discuss how and who wants to organise this.
