  2. Background • Last 3 years deepening new character for DCS • Started a process to review our legal mandate • Align our policy framework with new Constitution (White Paper on Corrections) • Developed new structure to respond to needs of our Rehabilitation Agenda

Background • Developed new budget programme responsive to our policy mandate • Our Structure reflect new budget programme • Our new structure increasingly respond to historic management challenges • Six Regions • 47 new Management Areas • Improved levels of Head of Corr. Centres • Similar numbers for staff and inmate populations • Aligned Mgt Areas to new District Municipalities boundries

  4. Background and 3 Year Progress • Save for few areas, all senior mgt posts are filled • Repealed 1959 CS Act save for section dealing with children • Started a process to define principled relationship with Stakeholders • Process of accrediting programmes • Entering into SLA on programmes

Medium/Long Term Challenges • Implementation of the White Paper on Corrections • Build societal ownership of Correction • Build human resource capacity responsive to correction • Make DCS employer of choice • Build stable management capacity • Turn Correction into a profession • Uproot ill-discipline and corruption

Medium/Long Term Challenges • Improve existing and develop new programmes to ensure rehabilitation • Align our facilities to new rehabilitation challenges • Improve our security responsibilities • Deepen and improve social responsibility of inmates • Build strong IJS relationship to address overcrowding

  7. Medium/Long Term Challenges • Build a strong intergovernmental relationship, esp. Local Government • Improve our role in SADC and within NEPAD • Learn best practices within the international corrections fraternity

Planning Framework for 2005 -10 • The approved White Paper is a basis for our new Strategic Plan (2005 -10) • All regions and branches have finalised their Operational Plans • All Senior Manager will finish signing of Performance Agreements for 2005/06 • Our Performance Management must reflect achievements in Op. Plans

Critical HR Planning & Mgt Areas • Ensure Persal data integrity and mgt decision support • Improved Management of Employee Relations • Negotiate provisional career pathing plan • Disciplinary Manual and Procedures • Implementation of 7 Day establishment • Implement Ministerial LAbour Forum • Establishment of Personnel Group Scheme

Critical HR Planning & Mgt Areas • Improve systems for Personnel provision • Implement senior management training • Facilitate decision on improvement of conditions of service • Retention strategy for scarce skills categories • Remuneration framework for categories of employees • Improved management of Facilities Fund, Sports funds and other related schemes

Implementation of White Paper piloted in Centres of Excellence • Appointment of Technical Team to support implementation • National Task Team to develop and manage a campaign promoting CoE • All branches to submit a catalogue of programmes and policies for piloting • Prioritise systems for improved management in CoE • Address personnel provisioning issues
