  1. Slope Safety Action Plan District Response to the Phase 2 BGC Report

Goals of the Action Plan • Ensure all homes are out of the red zone by winter 2006/7 • Provide an appropriate level of District support to those homeowners undertaking remediation • Ensure continued transparency with all reports and information • Provide ongoing monitoring of escarpment conditions • Take further steps to address residual natural hazard risks on a District-wide basis

Action Plan18 Steps to Safer Slopes • The District will take the necessary steps to ensure that by October 15th, the remedial work is done at the top of the escarpment to remove all homes from the red risk level. • The District CAO has directed that District work on Hayseed Gully be completed in the same timeframe • The District will provide, at public cost, a dedicated construction coordinator to support those undertaking the remedial work, to find and organize contractors for private property owners, and to coordinate the work

  4. Action Plan (Continued) • In some cases fill originating from private property now rests on District property. Where fill straddles District and private property, the District will cost-share the removal based on fill quantities, to be calculated on a property-by-property basis • The District will provide, at public cost, on-site geotechnical support to all residents removing fill to determine the amount and distribution of fill to be removed • The District will provide, at public cost, arborist services to those undertaking remediation

Action Plan (Continued) • The District will waive all permit fees associated with the remedial work • The Province is exploring a low/no interest loan program for those who need to make repairs on private property • All residents whose property is subject of the report will receive a copy of the report by registered mail, and will be specifically alerted to the remedial work recommended for their property • Copies of all reports will be in District Hall and all District libraries as of tomorrow morning.

  6. Action Plan (Continued) • Monitoring of rainfall and groundwater will continue through 2006/7 season. We will consult on whether the community would prefer alerts and voluntarily evacuation • As recommended in the BGC report, District staff will report to Council on a 5 year inspection program of drainage works and other remedial actions • The District will engage the services of a geotechnical engineer to undertake periodic reviews of the escarpment for significant changes

  7. Action Plan (Continued) • Facilitated community and small group meetings with BGC and District staff will begin in the next few weeks to discuss the new report • District Council will commence a community consultation process in the fall of 2006 on District natural hazard risks in general, and what level of natural hazard risk is acceptable for existing and new construction. • District staff will ensure that all drainage improvements are completed as ordered by Council.

  8. Action Plan (Continued) • The District will ensure its current regulations for development on or near slopes, meet or exceed the recommendations in “Guidelines for Legislated Landslide Assessments for Proposed Residential Development in British Columbia”, now under development. • The District will undertake an ongoing public education program on the safe maintenance of property on or near steep slopes.
