Bicameral: The Basic Distinction • Obvious significance: it is easier to pass legislation through one chamber than two. • Unicameralism is generally associated with pure parliamentary systems and unitary states. • Power/significance of Upper Houses vary across cases • Symmetrical v. Assymetrical • Congruent v. Incongruent
