  2. ONTARIO - UNAFFILIATED FIRST NATIONS Toronto Service Centre Algonquins of Pikwakanagan, Curve Lake, Hiawatha, Nawash, New Credit, Saugeen, Shawanaga, Temagami, Wahta, Wasauksing, Weenusk The remainder are serviced through the Thunder Bay office

Unaffiliated First Nations - Toronto Service Centre The 11 communities are divided between the Infrastructure Specialists: Thomas Northardt • Shall provide advisory services to: Algonquins of Pikwakanagan, Curve Lake, Hiawatha, New Credit, Wahta Chuck Petahtegoose • Shall provide advisory services to: Nawash, Saugeen, Shawanaga, Temagami, Wasauksing • Weenusk through contract with Derek Laronde.

Services Provided by OFNTSC • Architectural Support Services • Housing Inspection • Housing Policies and Programs • Project Planning and Development • Quality Assurance • Training • Operations and Maintenance • Fire Safety and Protection • Circuit Rider Training Program (CRTP) • Environmental Issues

  5. Infrastructure Specialist Program • Housing Inspections • Housing Policy Support • Operations & Maintenance Advisory • ICMS Updating \ ACRS \ CAIS Support • Training Advisory • Minor Capital Advisory

  6. New Construction Inspections - 6 Stages • Plans Evaluation • Lot/Site Review • Foundation(s) all types • Framing • Plumbing & Heating Inspection • Vapour Barrier & Insulation • Final • Code compliance for First Nations • Progress inspections for external programs

  7. Housing Policy & Program Support • Advisory support on Housing Policy & Program development • Information sharing on “Best Practices” • Provide comments on Policy Development • CMHC Program Implementation • R2000 & Energy Efficiency Awareness and Service Delivery, including implementation • Provide multi agency liaison input to support local programming

  8. Operations & Maintenance Advisory • Provide advisory input on the preparation of O&M Budgets • Assist with Community Management Planning to maintain Band Council assets • Work with Public Work staff to prepare O&M maintenance plans • Prepare an O&M asset review

  9. ICMS Updates • Ensure Annual ICMS Updates are completed by October 15th deadline • Provide advisory support to complete a 3 year Asset Condition Reporting System (ACRS) review of all INAC funded assets • Review all Capital Asset Inventory System (CAIS) listed assets for public works staff • Provide ICMS program support to manage First Nation assets

  10. ACRS • 2009 asset field reviews were completed by Pwi-Di-Goo-Zing Ne-Yaa-Zhing Advisory Services • 2012 assets will be reviewed again, pending INAC funding

  11. Training Support • Provide response to local staff needs • Liaise with the Regional Training Coordinator • Provide conduit to in house training officer • Assist/ Facilitate and co-ordinate workshops

Minor Capital • The Short Term Needs of each Community are addressed through Minor Capital allocations • OFNTSC has an advisory role in preparing 5 year Minor Capital Plans • Provide input on funding submissions and reporting requirements • Provide project planning, scheduling and prioritization to reflect goals and budgeting • Review capital submission and obtain completion certificates for completed projects

  13. Major Capital • The Long Term needs of each Community are addressed through Major Capital Projects • OFNTSC has an advisory role in preparing Terms of Reference for Capital Plans • Provide input on funding submissions created from Capital Planning Documents • Provide project planning, scheduling and prioritization to reflect goals and budgeting • Review capital submission and provide advisory support through this process
