Local Government Code of 1991 Chapter 4 Relations with People’s and Nongovernmental Organizations Sec. 34 Role of People’s and Nongovernmental Organizations-Local government units shall promote the establishment and operation of people’s and non governmental organizations to become active partners in the pursuit of local autonomy. This very provision of the Local Government Code paved the way for the organization and birth of the PANGASINAN FEDERATION OF NGOs or PF NGOs

  4. PANGASINAN FEDERATION OF NGOs The unifying and strengthening force in the development of all Pangasinan NGOs and an active partner in local governance towards community progress and peace. VISION: Emergence of strong, courageous, and united NGOs in the province of Pangasinn thru education and active participation in local governance and national development Motto: FORGE AHEAD!!! Slogan : NGOs for UNITY, PEACE and PROSPERITY

The preamble of the constitution and By-Laws of the PF NGOs says We, the Presidents, Chairmen, and Heads of Non government organizations in the province of Pangasinan, conscious of our responsibilities to our country and our communities, and realizing that we need to share in the burden of regional, provincial, city and municipal development, do hereby organize into a professional association in order to promote the welfare and concerns of the private sector of civil society.

Article 11 – PURPOSES • Section 1- The main purpose of the Federation is to unite all non government organizations (NGOs), People’s Organizations (POs) and Private Sector (PS) groups in the province of Pangasinan for the achievement of the following objectives: • Strengthening their capability to engage in the development of human and natural resources in the province of Pangasinan and elsewhere. • Harnessing the resources, talents and capabilities of the federation for the benefit of the members in particular and the public in general.

Crystallizing and articulating the position of the NGO federation members in the whole province with respect to policies, issues, and concerns in local governance that are directly and indirectly affecting them; • Acting as liaison between government and individual member-organizations of the Federation; • Fostering camaraderie and unity among federation members.

  8. There are two kinds of members of the PF-NGOs • Active members-These are non-government organizations, people’s organizations, and private sector groups in the province of Pangasinan who are legally registered with any of the government accrediting agencies or instrumentalities and who apply for membership in the federation. • B. Honorary members – These are private organizations or citizens who are prominent in specific fields of endeavor which are aligned with the objectives of the Federation and whose eminence and fame are considered to be assets to the PF NGOs. Honorary members are invited by the Federation and are considered as such upon their acceptance.

ORGANIZATIONAL STRUCTURE • THE MEMBERSHIP OF THE PF-NGOs SHALL BE ADMINISTRATIVELY CLUSTERED INTO FEDERATION SECTORS CORRESPONDING TO THE FOLLOWING GEOGRAPHICAL SUBDIVISIONS; • Western Pangasinan Sector – all NGOs in the towns comprising the 1st and 2nd Congressional Districts of Pangasinan • Central Pangasinan Sector – all NGOs in the towns comprising the 3rd and 4th Congressional Districts of Pangasinan • Eastern Pangasinan Sector – all NGOs in the towns comprising the 5th and 6th Congressional Districts of Pangasinan. • City Sector – all NGOs in the cities of Dagupan, San Carlos, Urdaneta and Alaminos. (If and when other cities are created by legislation, they will be removed from the original sectors and added to the city sector)

  10. Membership Fees and Annual Dues • One time Membership Fee- • Annual Dues: • For NGOs whose membership is less than 50 – • P 150 • For NGOs whose membership is less than 51 and 150- P200 • For NGOs whose membership is between 151 and 250 – P250 • For NGOs whose membership is above 250 – P300

  11. The membership Fees shall be paid directly by the sector to the Provincial Federation. On the other hand, Annual Dues each year shall be collected by the Sector Treasurers during the annual PF-NGO meeting. Fifty percent (50%) of the total sector collection will be retained by the Sector which will be principally used to defray its operational expenses. The other fifty percent shall be remitted to the Federation. Disposition of Membership Fees and Annual Dues

Some Accomplishments of PF NGOs Pangasinan NGO Herald – Official Publication of the Pangasinan Federation of NGOs and the mouthpiece of the PF NGOs Holding of LGU-NGO InteractionWorkshop on Local Governance at Pangasinan Village Inn Tie Up with government agencies and Private sector in support of the project “Crusade against Women and Child Abuse” Partnership BFAR in the implementation of a Community Organizing Project under the Fisheries Resource Management Project from 2002 to 2003. 5 Attended and represented the NGOs in Pangasinan in different meaningful conferences like: a. Poverty Alleviation Seminar with Honeygirl Singson de Leon b. Capability building Seminars for LGUs and NGOs c. NGO Summit in Lahug, Cebu City d. Pangasinan Consultation on Peace (Non government Sector) sponsored by the National Unification Commission with PF NGOs e. ASEAN Network for Women Skills Training in Bangkok, Thailand f. Trainors’ Course on Entrepreneurship at ATI-FTC, Sta. Barbara, Pangasinan g. Dialogue and Training for Cops Implementors sponsored by Law Enforcement Pillar h. Series of Trainings in “ Family Planning and Reproductive Health and Policy Analysis and Development
