General Responsibilities • 7 Staff for 1,300 airports • Overall goals, accomplishments, compliance reviews & oversight, complaint investigations, training, & technical assistance • Joint Venture arrangements, Long-Term and Exclusive leases, analysis of shortfalls in overall goals, Small Business Elements, Stakeholder Meetings, and DBE Certification training program

  6. OIG Audit of New DBEs IN GENERAL For FY 13 through 15, DOT OIG shall submit to Congress a report on the number of new small business concerns owned and controlled by socially and economically disadvantaged individuals, including those owned by veterans

  7. OIG Audit of New DBEs (cont.) THE REPORT SHALL INCLUDE: • List of the top 25 and bottom 25 large and medium hub airports; • Results of an assessment on the reasons why the top airports have been successful; and • Recommendations on methods for other airports to achieve results similar to those of the top airports.

  8. OIG Audit of New DBEs - Status • FAA has provided data & technical assistance • OIG making substantial progress • Airport contacts, in-depth interviews • Looking for common themes regarding barriers and best practices

OIG - DBE Fraud Indicators • Minority owner lacking background, expertise, or equipment to perform subcontract work • Employees shuttling back and forth between prime contractor and minority-owned business payrolls • Business names on equipment and vehicles covered with paint or magnetic signs • Orders and payment for necessary supplies made by individuals not employed by minority-owned business • Prime contractor facilitated purchase of minority-owned business • Minority-owned business owner never present at job site • Prime contractor always uses the same minority-owned business

  11. Compliance Reviews • Typically conducted onsite • Part 23 & 26 regulatory requirements • Individually tailored technical assistance • Not just benefit individual airport, but all airports, by gathering best practices and common misunderstanding.

  12. FAA dbE-Connect • Automate all the elements of the DBE and ACDBE programs. • Components accessible to DBEs, FAA staff, and soon airport DBELOs. • Currently includes airport record, goals, compliance reviews, complaints, document upload capabilities and unique report generation.  

  13. FAA dbE-Connect (cont.) • Next phase - reporting mechanism for the annual accomplishment reports accessible to airports, providing a new and improved DOORS. • Future phase - creation of key documents from templates and create automatic system flags and alerts.

  16. Certification Training • FAA established 2/15/13 • Online with verbatim text & voice-over • 4 live sessions, technical assistance, refresher training, advanced & DBELO training • Stats – 450 completed & 90 in progress • Next – transfer to USDOT
