Human Resources Mission Statement To create and deliver exemplary and innovative Human Resource and Risk Management services, processes, and solutions that contribute to the overall objectives of Collin County In the last 3 years the HR department has received 10 awards from state and national associations recognizing our accomplishments

HRISHuman Resource Information Systems • The HRIS team manages the functional aspects of the PeopleSoft system • Automated Human Resource and Payroll functions in 2006 with the implementation of PeopleSoft 8.9 • Automated functions included recruiting, employee data updates, and benefits • Provided for consistency among payroll process • Decreased payroll expenses • Significantly increased reporting ability and accuracy • Increased information available to employees PeopleSoft implementation project was completed on time, under budget and used zero contingency dollars

Payroll • Three employees are responsible for all payroll activities • Pay approximately 1,720 regular employees • Process regular payroll, as well as non-standard payrolls • Last year we processed 44,000 checks for regular employees and 1,633 checks for election workers • Responsible for proper calculation and payment of taxes as well as completion of payroll related tax returns. • We pay approximately 1000 more employees in 2009 than in 1992, but have the same number of payroll staff.

Performance Management & Employee Relations • One of the only counties in the state of Texas to implement an ongoing, performance based pay program for individual salary increases • Administration of Regular and Sheriff’s Office Temp Pools. FY 2009 Savings exceeded $100,000 • Conduct employee training • Review legislation to ensure compliance • Assist managers and employees with areas of concern • Perform internal investigations if necessary • Prepare written correspondence and documentation • Respond to legal claims such as unemployment and EEO claims • Generally able to handle these without involving legal counsel Implemented an HR Reference Collection of books to provide opportunities for employee enrichment. 100 materials checked out since inception.

  10. Risk Management & HR Administration

Risk Management • Administer the County's insurance program including: property, general liability, automobile, workers’ compensation, medical malpractice, business owners and excess lines • Coordinates Department of Transportation requirements including the quarterly drug testing program for over 100 commercial licensed drivers • Process and manage workers’ compensation, automobile, utility, general liability and property claims • Create and present ongoing safety training classes on various topics • 18 classes provided last year • Manage front desk staff and processes We were the first Risk department to ever receive a Texas Association of Counties award for reduction of worker’s compensation costs.

Human Resources Administration The HR Assistants assist citizens and Human Resources staff • Handle a large volume of calls, assist walk in customers and provide notary services. • All new hire applications and testing are processed through this area. • Provides assistance with open records requests. • Complete all verifications of employment • Provide general administrative work including assembling badges, requisitions, correspondence and supply maintenance, file management. The front desk serves as the primary contact for applicants and employees.

Benefits & Compensation • The Benefits & Compensation team consists of 4 employees who administer a variety of functions including: • Three medical plans • Retirement plan • Life insurance • Long and short term disability coverage • Time off plans • Long term care • Other supplemental plans • Reclassification requests • Salary surveys • Annual regression analysis In 2009, the Benefits group saved Collin County $190,797 through insurance contract re-negotiation.
