Unit Movement Officer Appointment CriteriaRègles par rapport l’officier de mouvement par l’unité One per company Appointed in writing by unit commander (commander still has overall responsibility) Officer or Senior Non Commissioned Officer Trained in a military training facility or by experience Knowledge of unit equipment and personnel

Unit Movement Officer ResponsibilitiesResponsabilités d’Officier de Mouvement Prepare and maintain unit movement plans and unit load plans (aircraft or vehicle - these load plans must be physically tested) Coordinate and conduct unit movement training Ensure unit personnel authorized to handle and certify hazardous materials are available (the Unit Movement Officer can NOT be the unit’s Hazardous Material certifier) Ensure packing lists are properly prepared

Unit Movement Officer KnowledgeConnaissance d’Officier de Mouvement How to move hazardous material peculiar to the unit (not to be the HAZMAT Certifier) Procedures and documentation for requesting commercial and additional military transportation Internal vehicle load planning Unit requirements for 463L pallets, containers; Unit radio frequency (RF) tag and military shipping labels (MSL) requirements Hands-on practical knowledge of: palletizing cargo on a 463L pallet securing internal loads in vehicles Unit equipment preparation and documentation for all modes of transportation

Unit Commander’s Movement Responsibilities Retains overall responsibility for unit movement preparation Responsibilities: Ensure movement plans are developed & maintained Appoint trained & qualified unit movement personnel Ensure Solders are ready for travel Schedule unit level movement training (convoy operations)

Hazardous Material Certifier Improper procedures could result in loss or life or equipment Each unit requires at least one soldier trained for movement by all applicable transportation modes (commercial and military) Responsible for ensuring the shipment is properly prepared, packaged, labeled, and segregated. Personally inspect before signing hazardous material documentation

  15. Movement Plan Movement plans define responsibilities & functions for each part of the unit move: Includes planning for all modes of transportation Each mode requires special documentation & planning Validated annually by the Unit Movement Commander 11 steps
  16. STEP 1Identify What Needs to be Moved Personnel: assigned personnel for planning modify for actual deployments non-deployable: medical, legal/disciplinary, not-qualified Equipment: on-hand equipment for planning Identify oversize and overweight or hazardous equipment
  17. STEP 1 What Needs to be Moved Supplies: Basic load of supplies required by unit to sustain operations upon arrival in deployed location Class 1 Food Class 2 General Items (Clothing and cleaning equipment) Class 3 Fuel Class 4 Construction Materials Class 5 Ammunition

STEP 2 Identify How Equipment is to be Moved Yellow: To Accompany Troops and be accessible enroute Examples: Individual carry versus baggage and weapons Red: To arrive at destination before or upon arrival of the unit May be sensitive cargo that requires special security or handling Not To Accompany Troops (NTAT) All other equipment required by the unit to perform its mission Normally shipped by surface means Examples: Vehicles, tents

  20. STEP 4 Identify Hazardous Cargo Needs appropriate packaging and labeling Ammunition Vehicles (1/4tank full sea/air) Individual Weapons (remain with the soldier) Crew weapons (mortars, machine guns etc, palletized or carried in the baggage compartment)
  21. STEP 5 Identify Cargo that needs to be Moved and Develop Packing Lists Needs appropriate packaging and labeling Ammunition Vehicles (1/4 tank full sea/air) Individual Weapons (remain with the soldier) Crew weapons (mortars, machine guns etc, palletized or carried in the baggage compartment)

STEP 6 Develop Vehicle Load Plans for Unit Equipment Vehicles may have to be reduced according to the mode of transportation and the type of move Test planned loads Weight/record planned loads Transportation requirements exceeding unit ability Equipment that cannot be loaded on vehicles Large containers Commercial rail or truck Other military assets
  23. STEP 7 Identify Bracing and Packing and Tie-down Reqs All crates, containers, boxes, barrels and loose equipment on a vehicle must be braced and tied-down to prevent shifting during transit Recorded on vehicle load card
  24. STEP 9 Determine How Passengers & Equipment Move What type of vehicle How many vehicles/trucks needed What type of aircraft
  25. STEP 10 Prepare the Unit Movement Plan Determine requirements for the plan
  26. STEP 11 Maintain the Movement Plan Keep the plan current with changes in unit equipment, personnel and supplies
