Handling innovative procurement • Traditional perception: • Procurement rules tend to form a barrier to innovation due to: • Inflexible procedures • Unalterable specifications and contract terms • Modern perception: • Bear the procurement rules in mind when preparing the innovative process • Daring procurement: Challenge the rules in order to stretch their limits • Prepare to embrace new possibilities under the new Procurement Directive
