Section 3.1 of the SPIL Existing Network • Includes the description of the existing network of centers, including all centers that meet the standards and assurances in section 725, regardless of their funding source. • Identifies the geographic areas (counties) and populations served by each center in the network--not just its place of business.

  4. Existing Network • Indicates which centers are funded by Part C and which are funded by Part B, State, or other funds. • If a center receives more than one Part C grant from RSA, the two centers should be listed separately with a description of their different geographic areas served.

Existing Network • A Part C center should be serving with its Part C funds only those counties listed as its service area in its original approved Part C application. • If a Part C center serves counties in addition to those in the approved application, the SPIL should explain the funding source the center uses to serve those additional counties.

  6. Existing Network • If a Part C center serves additional counties with other sources of funds, the State must ensure that the center has an appropriate accounting mechanism in place to track both its Part C and non-Part C funding.

Conditions for Establishing New Centers • When there is no center serving a region of the State or a region is underserved • When the increase in funds is sufficient to support a center • If funds are not sufficient to create a new center, RSA can use excess funds to assist existing Part C centers, or re-allot funds to another State.

  10. Description of State’s Plan for Expansion • Includes description of geographic areas unserved by any center and areas or populations underserved within the service areas of centers in the network -- regardless of funding source.

Priority for Expansion • Includes the order of priority for serving unserved and underserved areas • First priority: if there are areas in the state unserved by any center or areas underserved by a non-Part C center, the first priority is to create a new center in one of those areas when there are sufficient Part C funds.

States with counties unserved by any center, regardless of funding • If there are sufficient funds, the first priority must be to create a new center in an unserved area. • Reminder: An existing Part C center can apply to establish a new separate and complete center in an unserved area and share the same governing board.

  23. Plan of Action • While you may not anticipate creating a new center, you must have a plan in place for the distribution of additional Part C funds should the funding be sufficient and circumstances exist to create it.
