  2. KEY TERMS IN EIA • Significant impact – A key term in EIA process -which requires and EIS SIGNIFICANT IMPACT INTENSITY CONTEXT -refers to the severity of the impact -It must be analysed relative to society as whole

POINTS TO BE CONSIDERED -INTENSITY • The occurrence of impacts that may be both beneficial and adverse • Degree of impact – public health and safety • Unique characteristics of the geographic area • The degree to which the effects on the quality of human environment are likely to be highly controversial • The degree to which the possible effects on the human environment are highly uncertain • Whether the action is related to other action which individually insignificant but cumulatively significant • The degree to which the action may adversely affect districts, sites, highways, structures or • The degree to which the action affect endangered or threatened species • Whether the action risks a violation of law.

Environmental Impact Statement • It is a written document and act as action forcing device • It should ensure that the policies and goals defined in the NEPA are infused into the ongoing programs • It should focus on discussing significant impacts • It serve as a decision making agent for federal governments

TYPES OF EIS • Draft EIS • Prepared by lead agency – circulated for review • Final EIS • Modified draft EIS – include all valid suggestion by reviewer • Supplemental EIS • If any substantial changes in the proposed action – that should be supported with supplemental EIS The approach used to prepare these EIS should be interdisciplinary systematic and reproducible

  6. PUBLIC PARTICIPATION • It is achieved in the EIA process by means of • Early scoping • A public participation program during the EIA study • The review process for draft EIS

SCREENING IN THE EIA PROCESS • Two fundamental approach for determining whether or not conduct comprehensive EIA • Policy delineations- e.g policy delineation by WB • Project require EIA • Limited environmental review • Do not need environmental analysis • Beneficial projects and emergency recovery projects • Conduction of preliminary study
