  1. Korea’s Energy Labels & Standards 2006. 8. 22 MOCIE / KATS, KOREA

  2. Energy Efficiency Labeling Program (including MEPS) • Mandatory Labeling Attachment • Product not meeting MEPS - Prohibition from production and sales • Refrigerator, Washing machine, Automobile, etc(18 Appliances) Three Energy Efficiency Programs High Efficiency Certification Program E-Standby Program • Voluntary Certification • Induction Motor, Pump, Lighting,etc(34 Appliances) • Standby Power <1W by 2010 • Voluntary declaration • PC, TV, etc(20 Appliances) ※MEPS : Minimum Energy Performance Standard 1. Korea’s three Energy Efficiency Programs

  3. Energy Efficiency Labeling Program • The Core of Efficiency Standards and Labeling Program - Mandatory declaration - Mandatory Attachment of Efficiency grade Label from 1st to 5th . - The product should meet MEPS(5th grade). - Legal basis : Regulation on machinery and materials subject to efficiency management (MOCIE) - Target Product(18 Appliances) : Refrigerators, Air Conditioners, Washing machines, Drum washing machines, Dish washers, Coolers, Vacuum cleaners, Gas boilers, CFLs, Ballasts, etc

  4. High Efficiency Certification Program • Promotion of high efficiency equipment for Industry and Building - Voluntary declaration - Issue high efficiency equipment label and high efficiency certificate - Legal basis : Regulation on high efficiency equipment dissemination promotion (MOCIE)) - Target Product(18 Appliances) : Induction Motors, 26mm32W Fluorescent Lamps, Compact Fluorescent Lamps, Pumps, Sensor Lighting Equipment, Industrial Gas Boilers, Vending Machine, etc (34 Appliances)

  5. E-Standby Program The standby power of all products ≤ 1 watt by 2010 - Voluntary declaration : based on self-testing of manufacturer - attach energy saving label - Legal basis : E-Standby Program Application Regulation (MOCIE) - Target appliances (20 appliances) :Office Equipments : PC, Monitor, Printer, External Power Supply, etc. : Consumer Electronics : TV, Set Top Box, VCR, electric toilet seats, etc.

  6. 2. Programs supporting high efficiency appliances • Public Procurement Service - should purchase high efficiency appliances with top priority : Energy efficiency 1st grade product, energy saving product, renewable certificateequipment • Mandatory use of public organization - High efficiency certificate product in public building - Energy saving product in public office. • Mandatory use of High efficiency lighting product in specified new building - Target appliances : Associated ballast, Fluorescent lamps ballasts, Incandescent lamp, Fluorescent lamp ballast, etc

  7. Appliances supporting Rebate Induction Motor Inverter Lighting Appliance Rebate Pump Vending Machine

  8. 3. MEPS promotion for Induction Motor • National net profit : 1 Brillion US dollar • Energy saving effect : 1.4 Brillion US dollar • Production cost : 0.4 Brillion US dollar Capacity(HP) Market Share Capacity (HP) MEPS Rebate Certification

  9. 4. Standby 1W Program The standby power of all products ≤ 1 watt by 2010 • Declarationof Standby Power to below 1W - Prime Minister (2004.11.12) : “The standby power of all electronic products shall be reduced to below 1W by 2010” • Standby Power = Power Vampire - consume power when the product isn’t operate. : consume average power 3.66W for 300 Million products. - 11% of total household energy consumption(306kWh) -wasting 476 billion (4,600GWh) in a national total

  10. 5. Performance of Energy Efficiency Program • Korean white goods energy efficiency is world best.

  11. Spread of High Energy Efficiency Appliances • Lighting - 26mm32W Fluorescent lamp : 12 Million (2003) – 19 Million(2005) - Associated ballast : 300 Thousand (2003) - 62 Thousand (2005) - LEDtraffic light : 20Thousand(2003) - 260 Thousand (2005) • Heavy electric machine - Pump : 2 Thousand(2003) - 5 Thousand (2005) - Inverter : 1 Thousand (2003) - 10 Thousand (2005)
