  1. Current Issues & Programmes 1. Electricity Authority • Liabilities being widened. • Distribution pricing methodology to be cloned from transmission? • Distributed generation – hopefully to pay its way?

  2. …. Electricity Authority • Too conceptual and abstract on distribution pricing! • “the first preference should be for charges that apply to exacerbators and the second preference should be for charges that apply to beneficiaries”

  3. Current Issues & Programmes 2. Commerce Commission • Information disclosure proposals: • Far too intrusive, complex and costly. • Auditor-General agrees. • “….there are almost 50 pages of definitions…and many of these must be read in the context of the 169 page …determination.”

  4. ….Commerce Commission • Price & quality regime taking far too long to evolve & facing more legal challenges, meaning purpose of Act of ‘providing certainty’ not being achieved. • No progress on section 54Q (energy efficiency etc. incentives).

  5. 3. The industry

  6. Current Issues & Programmes 4. ENA Communications Highlights • Smart Networks launch (June?) • Taking a closer look – what we do • 125 years of electricity networks – 2013 • ENA CEOs’ Forum - 19 June (Auckland) • ENA RMA Forum – 25 June • Insurance options study • Joint procurement & AoG • Cost-reflective pricing study

  7. Costs directly reflect the km of wires (4 anomalies easily explained: very small, and/or high % domestics) Nelson Buller Invercargill Scanpower

  8. What we spend directly reflects customer nos. and length of lines.

  9. ETNZ Panel Discussion Background Data

  10. Trust vs Other ownership – comparisons (2010 data) Trust average = 8.1 Other average = 7.3

  11. …comparisons (2010 data) Trust average = 317 Other average = 342

  12. …comparisons (2010 data) Trust average = 6.5 Other average = 5.7

  13. Controlled vs Uncontrolled – things to bear in mind • All comparisons relate to the era before the controlled/uncontrolled differentiation. • About 5 years of post-Part 4 data needed to make any objective comparisons. • Customer density, vegetation & terrain issues, local weather conditions, network ages – all confounders that make comparisons very dubious. • ‘Other’ owners weighted towards big cities.
