  2. Local Partnerships outcomes • - Monitoring systems for continuously evaluations and benchmarking is needed • In order to investigate how effective networks / partnerships are. Think about the indicators for success • Analyze the local situation before starting! • Make sure you have the right partners on board! / Representatives of local partners • Strong coordination and leadership is crucial Clearness of ownership is crucial • Initiative taker / leader / responsible / formal and informal leadership; • Understanding existing knowledge is the starting point. Long term perspective; continuously learning should have the focus! • Focus on people not on institutions

Local Partnerships recommendations • We need to know and learn more about the potential of partnerships and their potential for capacity development of local partners (Is there an evidenced based impact?) • Invest more in institutionalizing capacities for promoting and enabling continuous learning in the sector especially also with local actors.

  4. Knowledge Management and CD Tools • Use a 2-way participatory interdisciplinary approach to define the stakeholder (social actor), make them aware of their stake and determine the needs of the stakeholder with regard to capacities to be developed using a holistic perspective • Build trust, change attitude and assess local situation / problem to determine capacities by being there • Adapt the information to be disseminated in contents and availability to the different stakeholders and their needs • Use both unsuccesful and succesful case studies to learn • We need more direct communication by using all available tools (with a focus on dialogue, people to people) and local ownership • Specific remarks: • It is an iterative process • It is necessary to include natural and social knowledge

Preparing for Climate Change • Limit CC by teaching people different behavior (changing consumption and production patterns • Recognize variability and vulnerability (including gender dimensions), concentrate on vulnerable sectors( agri., coast, big cities) • Raising awareness is very important as well as responding to economic and institutional needs • Global partnership for climate change and adaptation might be a way foreward • Need of interdisciplinary and holistic approaches for adaptation to uncertain events • Adaptation of CB is needed (incl. probabilistic + risk-based design, non-structural measures etc.) • CB at ALL levels and ALL sectors • Accompanying Remarks: • CB is now needed more than ever • Importance of other Global Changes

Matching capacity development for supply & demand • Start with investment in assessing demand and creating demand if necessary. • Develop and strengthen appropriate institutional mechanisms (learning alliances, networks, etc.) to match supply and demand at the local level. • Specific skills and competences for providers of services must be mandatory and kept up-to-date.

Local Autonomy and Self-sufficiency • WUO should be allowed to set their own pricingmechanisms based on the proper accounting of costs. • relation between Government and WUO is formalised • an effective and efficient participation of the beneficiaries in the decision making of the WUO. • personal and managerial skills training is the most important form of training • Specific remarks: • influence of politicians should be formally avoided. • Donors and aid agencies should adhere to these local rules and not impose their own.

  8. Gender Mainstreaming 1. Integrated program of women leadership across all sectors and at all levels to shift balance and change priorities to go from gender blindness to gender visibility 2. Collection of gender disaggregated data is a prerequisite to clearly define the barriers and obstacles for development in different communities 3. The allocation of resources should reflect the different priorities and needs between the developed and developing world

  9. gender mainstreaming In order to motivate full participation look for a new reference point, a thing to strive for. To make gender mainstreaming effective, the learning process has to be ‘touchable’ and visible. Start with a good analysis in order to know the situation, the roles and the learning styles of the people; look beyond the surface.
