  4. Freshwater and status of public water supply • Sources of freshwater – surface-, ground- and rain-water • Other sources of freshwater – desalination, water generator and recycling of grey and black water • More than 98 per cent of raw water for public water supply originates from surface sources • Malaysia is blessed with abundant rainfall (exceeding 2500 mm annually) and more than 1500 river systems • Interruptions of water supply occurred periodically due to low rainfall and water contamination • Need to develop alternative water sources to enhance public water supply services – continuous supply of treated water in terms of quantity, quality and water pressure Groundwater is naturally better

  19. Content • Constraints in groundwater development • Myths on groundwater resources; • Limited groundwater potential information; • Limited groundwater industry capacity and capability; and • Land issues Groundwater is naturally better

  20. Myths on groundwater resources • Malaysians believe that surface water resources are greater than groundwater resources – abundant rainfall • Groundwater recharge in Peninsular Malaysia is estimated at 20 billion m3/year or 55,000 Mld • Projected domestic and industrial water demand in Peninsular Malaysia in 2020 is 32,000 Mld Sg. Selangor Dam, August 2005 Water supply crisis in Selangor, March 2002 Groundwater is naturally better

  21. Myths on groundwater resources (cont’d) World’s water resources Groundwater is naturally better

  22. Myths on groundwater resources (cont’d) Groundwater is naturally better

  23. Content • Constraints in groundwater development • Myths on groundwater resources; • Limited groundwater potential information; • Limited groundwater industry capacity and capability; and • Land issues Groundwater is naturally better

  24. Limited groundwater potential information • JMG 1985 (8th edition) Hydrogeological Map of Malaysia with the scale of 1:500,000 - main groundwater resources information • JMG also publishes larger scale state groundwater potential maps based on drilling records • Since groundwater demand is low, drilling records from private drilling contractors are also small • The country has not made the paradigm shift to megawatershed for fractured rock aquifers as in Africa and SIDS Developers of groundwater supply projects undertake their own planning and methods of groundwater resources assessment before embarking on the projects. Groundwater is naturally better

  25. Content • Constraints in groundwater development • Myths on groundwater resources; • Limited groundwater potential information; • Limited groundwater industry capacity and capability; and • Land issues Groundwater is naturally better

  26. Limited groundwater industry capacity and capability • Low groundwater utilisation in the country - local groundwater industry is not well developed • Groundwater industry lacks capability in all aspects of groundwater activities • Groundwater professionals • Equipments and technology • Local drilling contractors are limited in numbers and capabilities • Chicken and egg situations Groundwater is naturally better

  27. Limited groundwater industry capacity and capability (cont’d) Lack of groundwater professionals Groundwater is naturally better

  28. Content • Constraints in groundwater development • Myths on groundwater resources; • Limited groundwater potential information; • Limited groundwater industry capacity and capability; and • Land issues Groundwater is naturally better

  29. Land issues • Success of groundwater development projects depends on land accessibility • Faced problems in obtaining permission from private landowners whose lands were identified as having high groundwater potential, even for non-invasive surface geophysical surveys • Had to restrict activities in state lands Groundwater is naturally better

  30. Land issues (cont’d) • Support from JMG is vital to the success of groundwater activities – Act 129: Geological Survey Act 1974 • Section 6: Whenever it appears to the Minister that a geological survey should be made of any area he may, with the concurrence of the State Authority, by notification in the Gazette, designate the area to be surveyed (hereinafter referred to as “the designated area”) by the DG. • Section 7(1): JMG officer has the power to enter the designated area for the purpose of geological survey. • Section 7(2): JMG officer shall serve a notice to the landowner not less than 14 days prior to the date of the intended entry. 31. Content • Introduction • Over view of groundwater industry in Malaysia • Concerns of environmentalists and NGOs • Functions of aquifers • Sime Darby and sustainable groundwater development • Facts, conclusions and moving forward Groundwater is naturally better

  32. Concerns of environmentalists and NGOs • Reduction in river flow and surface water - wetlands, lakes and springs; • Living organisms that depends on groundwater will be affected and their ecosystems will be destroyed; • Intrusion of sea water; • Soil stability will be affected - sinkhole problems; • Groundwater abstraction affects vegetations; and, • Overall, it is not a sustainable activity - not environment friendly. Groundwater is naturally better
