Intelligent and efficient solutions including safety and security improvements help to close the gap.

WHITE PAPER Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system (I/II), 10 policy goals Developing and deploying new and sustainable fuels and propulsion systems Halve the use of ‘conventionally-fuelled’ cars in urban transport by 2030; phase them out in cities by 2050; achieve essentially CO2-free city logistics in major urban centres by 2030. Low-carbon sustainable fuels in aviation to reach 40% by 2050; also by 2050 reduce EU CO2 emissions from maritime bunker fuels by 40% (if feasible 50%). Optimising the performance of multimodal logistic chains, by making greater use of more energy-efficient modes 30% of road freight over 300 km should shift to other modes such as rail or waterborne transport by 2030, and more than 50% by 2050, facilitated by efficient and green freight corridors. To meet this goal will also require appropriate infrastructure to be developed. By 2050, complete a European high-speed rail network. Triple the length of the existing high-speed rail network by 2030 and maintain a dense railway network in all Member States. By 2050 the majority of medium-distance passenger transport should go by rail. A fully functional and EU-wide multimodal TEN-T ‘core network’ by 2030, with a high quality and capacity network by 2050 and a corresponding set of information services. By 2050, connect all core network airports to the rail network, preferably high-speed; ensure that all core seaports are sufficiently connected to the rail freight and, where possible, inland waterway system.

WHITE PAPER Roadmap to a Single European Transport Area – Towards a competitive and resource efficient transport system (II/II), 10 policy goals Increasing the efficiency of transport and of infrastructure use with information systems and market-based incentives Deployment of the modernised air traffic management infrastructure (SESAR) in Europe by 2020 and completion of the European Common Aviation Area. Deployment of equivalent land and waterborne transport management systems (ERTMS, ITS, SSN and LRIT, RIS). Deployment of the European Global Navigation Satellite System (Galileo). By 2020, establish the framework for a European multimodal transport information, management and payment system. By 2050, move close to zero fatalities in road transport. In line with this goal, the EU aims at halving road casualties by 2020. Make sure that the EU is a world leader in safety and security of transport in all modes of transport. Move towards full application of “user pays” and “polluter pays” principles and private sector engagement to eliminate distortions, including harmful subsidies, generate revenues and ensure financing for future transport investments.

  12. Creation of the Single European Transport Area – common rules, infrastructures, seamless mobility for persons and freight, reduction of costs and more sustainability. It consists of: The Single European Sky to increase the capacity of airspace and quality of airports. The Single European Railway Area to abolish all technical, administrative and legal obstacles for entry to national railway markets. A further integration of the road freight market will render road transport more efficient and competitive. The maritime “Blue Belt” to simplify formalities for ships travelling between EU ports, and provide a suitable framework for inland waterway transport. More market access to ports. More emphasis on the international cooperation dimension (“Transport is fundamentally international”) among others through: High priority to opening up third country markets in transport services, products and investments. Promotion of safety, security, privacy and environmental standards worldwide through bilateral and multilateral cooperation. Extending EU transport and infrastructure policy to EU’s immediate neighbours (preparation of mobility continuity plans, deliver closer market integration, establish a cooperation framework similar to on the Western Balkan Transport Treaty). Complete the European Common aviation area of 58 countries and 1 billion inhabitants. Cooperate with the Mediterranean partners in the implementation of a Mediterranean Maritime Strategy to enhance maritime safety, security and surveillance. Promote SESAR, ERTMS and ITS technology deployment in the world. Establish research and innovation partnerships at international level. International cooperation in research and innovation is a key aspect of the Union’s global commitments and has an important role to play in the Union’s partnership with developing countries, such as progressing towards the achievement of the Millennium Development Goals. Three major country groupings of priority interest: industrialized and emerging economies; enlargement and neighborhood countries; and developing countries. Will also promote cooperation at regional or multilateral level. Article 21 of Horizon 2020 sets out the general principles for participation of Organizations from third countries and international Organizations. HORIZON 2020: The international cooperation focus

Project’s Objectives • A framework for international transport research cooperation laid down by “A strategic European Framework for International Science and Technology Cooperation”[COM(2008) 588 final] • Identify countries’ research capabilities, investment, future priorities and potential for cooperation with the EU in the prospect of mutual interest, in major regions of importance to the ERA-T • Consider and discuss current practices for research governance and management, barriers, gaps and diversions for international transport research cooperation • Assess the benefits or added value to ERA-T and the prospective synergies from such closer international cooperation • Investigate alternative cooperation models and tools • Disseminate European know how and practices in transport research

  26. Final Conference This conference will aim to: • Gather together all entities involved with the project, as well as other relevant stakeholders and provide a forum for interactions and exchange of experiences. • Examine and debate all project results and findings so far. • Provide new inputs and experiences that can be further utilized in the project for the finalization of its conclusions and recommendations. • Disseminate European experiences and know-how.

Questions for the discussion • What is your understanding and expectation from an EU policy in “International Cooperation” in the field of Transport. • Based on your experience from cooperative research in general and international cooperative research in particular, what are the main factors hindering such cooperation up to now (e.g. funding, programming, research governance issues, lack of information on existing opportunities, human resources, etc.) • What are your suggestions on thematic priorities and agenda/framework towards the future research cooperation activities with the EU. • Any other relevant issues that each participant may like to raise will be welcomed.
