  3. Oil Inspection Objective • Compliance with 40 CFR Part 112 • Spill Prevention, Control and Countermeasures (SPCC) • Facility Response Plan (FRP) • 3 Areas of Evaluation: • Facility Interviews • Documentation • Field Observations

  4. 1st Area: Facility Interviews • Facility manager, supervisor, or Qualified Individual (QI) • Use the National Checklist • Evaluate personnel… • Are they familiar with facility? • Are they familiar with procedures? • Are they familiar with Prevention & Response Plans? • Do their answers coincide with documentation, site conditions, etc.?

SPCC Facilities 2nd Area: Documentation • SPCC Plan* • Certified • Reviewed • Amendments • “Cert II” form • Integrity testing records • Personnel training records • Internal visual inspection records • Dike drainage records • Permeability of secondary containment • Oil Removal Contingency Plan (40 CFR Part 109) *Detailed review of SPCC Plan conducted after inspection in the regional office.

FRP Facilities 2nd Area: Documentation (cont.) • FRP Plan* • Equipment inspection • OSRO contract(s) • Drill records • QI Notifications (3 mo. interval) • Tabletop Exercises (annual)** • Equipment deployment • Facility-owed (semi-annual)** • OSRO-owned (annual) *Detailed review of FRP Plan conducted before inspection in the regional office. **Annually, one of which must be conducted unannounced

Field Observations –Containers/Foundations • Container/Foundation Checklist: • Drip marks, weeps, & stains (C) • Discoloration (C & F) • Puddles containing spilled or leaked material (C & F) • Corrosion (C) • Cracks (C & F) • Localized dead vegetation (C) • Standards/specifications of construction (C) • Settling (F) • Gaps between container and foundation (F) • Damage caused by vegetation roots (F) • Overfill protection method, status & maintenance (C) C = container, F = foundation

Field Observations – Piping • Piping Checklist: • Droplets of stored material • Discoloration • Corrosion • Bowing of pipe between supports • Evidence of stored material seepage from joints, valves or seals • Localized dead vegetation • Ground saturated with stored material • Exposed buried piping (coating or wrapping)

Containment • Active Containment Checklist: • Amount indicated in plan is available and appropriate • Deployment procedures are realistic • Material is located so that they are readily available • Efficacy of discharge detection • Availability of personnel and training • Appropriateness of measures to prevent a discharge
