  2. NAME: MALALU MUCHENGWA MULUNDIKA • ORGANISATION: CABINET OFFICE, MANANGEMENT DEVELOPMENT DIVISION • POSITION :STRATEGIC PLANNING OFFICER

  3. SUMMARY OF ORGANISATION’S MANDATE • Management Development Division is the wing in Cabinet Office responsible for the Public Service Reform Programme (PSRP) which began in 1993. The Programme has three core objectives as follows: • To improve government’s capacity to analyse and implement national policies and perform it ‘s appropriate functions;

  4. To effectively manage public expenditure to meet fiscal stabilisation objective; and • To make the public Service more efficient and responsive to the needs of the country’s population.

  5. To achieve these objectives the PSRP has been divided into three components namely: • Restructuring the Public Service – which is aimed at streamlining the structures, establishments and operations of the public service

  6. Management and Human Resource Performance Improvement –which aims at introducing organisational, management and accountability systems into government’s operations to improve efficiency and effectiveness in the performance of functions by the Public Service; and

  7. Decentralising and strengthening of the Local Government- which aims at decentralising authority and control of resource allocation and utilisation from central government to the districts and local authorities

  8. The Division has three sections • The Strategic Planning Section • Organisation Design and Systems Section and the • Performance Systems Section.

  9. Strategic Planning Section is responsible for • Conducting performance/managements audits • Developing/ reviewing of Strategic Plans

  10. Organisation and Design systems section is responsible for • Developing/reviewing organisation structures • Costing the structures

  11. Performance systems section is responsible for: • Developing Job Descriptions • Installing the Performance Management Package which includes Annual Work Plans and Open Performance Appraisal System

  12. LEARNING NEEDS • To build capacity in monitoring and evaluation the organisation has to monitor and evaluate the Public Service Reform Programme
