Objectives: • Automate all major counseling activities. • Bring 100% transparency in seats allotment and admissions. • Provide online interfaces for candidates to avoid travel burdens. • Providing enough time to counselees for submission, change, delete, re-ordering of multiple choices from anywhere any time. • Availability of required information, queries, reports at different levels • Centralized database and centralized monitoring. • Paper less counseling • Secured and controlled data access at every level. Scope of the Work • Design, development and launching the websites for DTE online Counseling on URL: • http://itipunjab.nic.infor candidates • http://intraitipunjab.nic.in for DI and Participating Institutes (PI’s) Administration. • Allotment Module as per Seat Matrix and Reservation policies as approved by DTE. • Uploading of Results NIC Punjab

Important Points • Admission will be done on the basis of rank and reservation category of the candidate. • The rank will calculated on the criteria provided by Director Technical Education • There will be a total of four rounds of counseling. • The admission for all the 4 rounds shall be done through online counseling. • No fresh registration will be allowed during 2nd and 3rd round of counseling. • Fresh Registration will be allowed during 4th round of Counseling. • The reservation policy for 1st and 2nd  Counseling shall be as per Punjab Govt. notifications.   5. Important Points • All the seats will be merged  in the 3rd Counseling and there will be no reservation in 3rd Counseling . It will be totally rank based counseling open to all the candidates of Punjab as well as candidates from other states. • The candidate will be eligible for filing his choices only after verification of his particular by DI. Sequence of Activity for ITI eCounseling • Candidate Registration • Verification of Registration parameters and Qualification Certificate by Designated Institute • Choice Filling by Candidate • Processing of Choices and allotment of Seat to Candidate. • Reporting of Candidate at the allotted Institute NIC Punjab

Procedure for Candidate Registration: • Candidate web site will have facility to capture the online registration detail of candidate. • Candidate registration module will capture basic details of candidates like name, father’s name, reservation category, sub-category, priority (wherever required) along with individual marks for each subject will be captured for the various qualification possessed by candidate. • After filling the registration detail, candidate will take the printout of the registration detail. The system will generate a Unique Identification No.(login ID No.) which will also be printed on the form. This process will be called temporary registration. • After registration candidate will visit the respective Designated Institute (DI) and will submit the hardcopy of registration detail form and along with the supporting documents. Role of Designated Institute • DI will use their own login id and password to verify the registration details and various Qualification certificates and individual marks in each subject (for all qualifications) possessed by the candidate. • After verifying the credential of candidate DI will confirm the registration detail using Digital Signature. When the registration details are confirmed by PI, candidate or DI cannot change it. • Candidate can view his registration detail at any time during the counseling by using his login id no. and password shall not be asked for it. • The rank will only be generated for candidates who are confirmed by the respective DI. • There will not any fresh registration during 2nd and 3rd counseling. Procedure for Rank Generation: • The database of registered candidate will be downloaded and the ranks will be generated by rank generation module which will be based on the criteria decided by department. • DTE/PSBTE will provide the procedure for calculating the rank. • The rank generated by the rank generation module will be verified by DTE/PSBTE before final uploading.   12. Seat Allotment Procedure • Seat Allotment is done at the end of choice filling period. • The Choices are processed and allotment is made as per criteria for different categories • Results uploaded/published on Website after due verification by DTE/PSBTE. NIC Punjab

Participating Institutions - Activities • Fee is deposited by the candidate in the respective institute. • The data of only confirmed rejected or admitted candidates only will be updated on the website. • PIs will update the website for every reported candidate as per the admission status (admitted/rejected). • PI’s Website is accessible for Updation of admissions information only within stipulated period, earmarked for reporting/admissions. • To access this website, PSBTE required UserID and Password will be given separately to each Participating Institute by PSBTE. • List of candidates provisionally allotted seats in the counseling, is available on the PI website. • Admission slip for the student, can be generated from the site after the document verification is done. Seat Allotment procedure • All candidates have to register for a counseling on the website which is secured by the user-name (i.e. Candidate’s roll number) and Password of candidate’s choice. • Seat allotment is made on the basis of reservation policies of DTE and will be based on candidate’s • Unique Rank • Category • Sub-Category (If applicable) • After allotment the result is published on the website. The successful candidates can generate the provisional allotment letter from the site. NIC Punjab

Seat Allotment procedure • Seat Allotment is purely provisional and admission to the institute is subject to all of the following: • Reporting of the candidate with provisional allotment letter, proof of deposit of requisite fees and all original certificates at the institute • Documents Verification of the originals by the institute • Printing of Admission Slip NIC Punjab

Seat Allotment Procedure • Seat Matrix prepared by PSBTE for all the institutes in the state as well as Chandigarh (UT), is used for allotment of seats. • The methodology adopted and order of seat allotment is as per reservation policies, government notifications etc issued from time to time and applicable to PSBTE NIC Punjab

  33. Seat Allotment Procedure • Candidates choices will be considered in the order of preference. Once a seat is allotted his/her next choice will not be considered. • In case a candidate does not get seat in open categories then her/his reserved categories would be searched for seat allotment in the order finalized by DTE. • The seat allotment may be viewed institution wise, discipline wise, category wise by the institutions as well as DTE • The leftover, unfilled, cancelled i.e. all vacant seats in 1st Counseling will be considered for 2nd counseling .   34. 2nd Counseling: • If a Candidate has got seat in first counseling. He can upgrade his seat by participating in the 2nd counseling. • The reservation policy for the 2nd counseling will be same as followed in first counseling. • There will not be any fresh registration of candidates in the 2nd Counseling. • Candidate can fill fresh choices in the 2nd round of Counseling.   35. Second Counseling Allotment Procedure • The iterative allotment system shall be used in 2nd counseling and subsequent counseling, if required. • The candidate getting allotment in second counseling forfeits her/his first counseling seat automatically. • Seats, thus falling vacant, are offered to the candidates based on the rank/ category to other candidates participating in the second counseling.   36. Third Counseling • All vacant seats in 1st and 2nd Counseling (including leftover, unfilled, cancelled seats) will be considered for 3rd counseling and all the seats will be merged in general quota only • The seats are allotted based on rank only. NIC Punjab

  37. Third Counseling Allotment Procedure • There will be no reservation in the 3rd counseling and seat allotement shall be done on the basis of rank. • The candidate getting allotment in third counseling forfeits her/his second counseling seat automatically. • Seats, thus falling vacant, are offered to the candidates based on the rank to other candidates participating in the Third counseling.
