Our ESH Vision –“Best in Class” • We believe all accidents and injuries are preventable. • We seek an injury free work environment. • We will measure our performance by comparison with only those who have achieved recognition as “Best in Class”. • Our goals for TRC and DART will be challenging and established in consultation with DOE. Rates better than the 25th percentile in the BLS Construction Data may be the mark.

  4. How to be “Best in Class” • Build on the successful ISM program in place at the NSLS • Apply the lessons learned from recent construction at BNL and other DOE facilities • All work will be planned at the site and R&D work places • The future operation of NSLS-II will be carefully assessed in safety assessment documents

Current ESH Program Status • ESH Policy has been issued • ESH Program Plan has been issued • Pertinent operating procedures and requirements from NSLS are being migrated to the Directorate Level to cover NSLS-II activities • All on-going work activities being performed for NSLS-II have been reviewed to make sure that program requirements are in place • ESH Assessments of future NSLS-II operations have been begun

Summary of NSLS-II ESH Program PlanIssued 12/2006 • Describes the ISM program implementation • Defines responsibilities and program elements during design, construction, and commissioning • Applies to Staff and Contractors (Project Construction ESH Plan to be issued also) • High level document – will be supplemented by additional documents that provide more detailed requirements and procedures • Incorporates DOE requirements: 413.3A, 420.2B, 450.4 and commits to ISO 14001 and OHSAS 18000

Summary of ESH Program Requirements • Conduct independent reviews for facility programs and systems • Ensure workers are trained and qualified to perform their work safely • Develop and implement operating procedures to control work on NSLS-II technical systems • Conduct safety inspections in the work place and correct hazards promptly • Report and investigate events in the workplace promptly • Conduct all construction work consistent with Project Construction ESH Plan

  8. Status of Formal Safety Assessments • NEPA Evaluation – submitted for CD-1 • Preliminary Hazards Analysis – submitted for CD-1 • Final Hazards Analysis to be submitted for CD-2 – due 9/1/07 • Final Fire Hazards Analysis- submitted for CD-2

Formal Safety Assessments (cont.) • Preliminary Safety Assessment Document – to be submitted for CD-3 • Beneficial Occupancy Reviews - required for initial occupancy of all buildings • Safety Assessment Document & Accelerator Safety Envelope required for commissioning of each accelerator • Accelerator Readiness Review – required prior to commissioning

Preliminary Hazards Analysis Report (PHA) • Describes hazards and risks associated with 16 classes of NSLS-II hazards • Describes design and operational controls to mitigate risks • No unusual hazards or risks –considerable experience in addressing risks at NSLS and other light sources • Estimates residual risks – five have “moderate” risk; the remainder have “low” • Facility classified as “Accelerator” subject to Accelerator Safety Order

  11. Preliminary Fire Hazards Analysis • Conducted by BNL Fire Protection Engineer • Included in PHA • Addresses key fire protection requirements to mitigate fire risks • Estimates residual risk – no unusual situations identified

Environmental Assessment • Satisfies NEPA requirements for project • Analyses impact of construction and operation on air, water, resources • Reviewed with New York State Department of /Environmental Conservation and Suffolk County Department of Health Services • Finding of No Significant Impact (FONSI) issued by DOE • Presented to Community Advisory Committee

Radiological Calculations • 5 technical notes have been prepared • Preliminary shielding requirements for linac, booster, and storage ring • Preliminary shielding requirements for beam line enclosures • Thicknesses for shadow shields, shutters, and stops • Estimates for activation in air, water, soil, and machine components • Ray trace methodology for determining lateral requirements for bremsstrahlung shields established • Bulk shielding will be updated this summer • Much more work ahead for beam lines

Rad Safety Workshop • Independent Committee met on 3/27-28 and reviewed: • Shielding methodology & assumptions • Interlocks, Critical Devices, and Area Radiation Monitoring plans. • With regard to shielding, Committee concluded: “Given the status of the project, the design of the bulk shielding of the accelerator complex is well developed and is based on sound principles and reasonable assumptions. “

  15. Key ESH Issues this year • Specify area monitoring needs for facility • Specify all supplemental lead shielding requirements • Resolve redundancy requirements for critical devices • Define path forward for top-off analyses

Other Significant ESH Project Activities • FY 07 • ESH review of Title 1 Preliminary Design • Independent review of shielding calculations • Resolve redundancy requirements for critical devices • Define safety assessment requirements for top-off injection • Set-up Project ESH Committees – accelerator systems, experimental program, radiation safety, interlocks – begin reviews of machine and experimental program designs • Update Hazards Analysis based on title 1 design • Complete Project Construction ESH Plan • Define & implement Operational ESH Program Requirements for NSLS-II

Construction Safety • Construction injuries and incidents can pose significant risk to project - delay in construction activities can seriously impact project schedule • The dilemma - construction site safety practices may not meet BNL and DOE expectations • Construction safety requires high priority and visibility to minimize risks to workers and the project

Our Plan for Construction ESH • We will seek lessons from recent BNL & DOE construction activities • Project Construction ESH Plan will be prepared early • Construction ESH Plan defines our vision for preventing injuries and incidents, establishes project expectations and requirements and will be included in all construction package solicitations • Importance of ESH will be emphasized during all pre-bid discussions • We will select contractors who have demonstrated excellent safety performance • ESH requirements flow down to sub-contractors

  21. Responsibilities for Contractors • Prepare a written Health & Safety Plan for review and approval by NSLS-II and BNL management (may require BHSO approval) • Plan must be consistent with the requirements established in the NSLS-II Construction Project ESH Plan • Plan must identify hazards and controls for all construction work and discuss training and qualification requirements for workers • Sub-contractors must comply with prime contractor’s Health and Safety plan

  22. Contract Provisions • Safety incentive will be a part of contractor fee. Non-compliance with H&SP provisions and other poor safety performance will result in reductions • Incentives will flow-down to sub-contractors • Contractor will be responsible for fines and penalties issued for non-compliance issued by DOE (part 851 flow-down) • Sub-contractors will be covered under insurance umbrella of prime contractor • Some Part 851 issues still under discussion • Occupational Medicine requirements flowdown • Training issues (their training or ours; e.g. LOTO, working on or near) • Review and approval of permits
