    3. 3 E-Recruiting Terminology Job or Position Requirements – unless mandated by legal requirements these are determined by each employer based on the specific job requirements Competencies – knowledge, skills and abilities Position specific recruiting – recruitment using specific competencies or requirements identified for the position User – The unique identifier you’ll choose to log into the system Reference code: a system-generated number for job postings that will allow you to quickly find and apply for a job. Instead of the state managing talent pools or registers or lists of names by job class, most jobs are recruited for based on position-specific needs or per job. However, there are two talent pools managed by the Department of Personnel: the Office Assistant Pool and the Customer Service Specialist pool. Any agency can choose to utilize these talent pools as a source for candidates interested in these types of jobs. Other talent pools have been developed by agencies. For example, DSHS has several talent pools for high-volume hires. And DOC has talent pools for the Corrections Officer and a couple others. You can tell if the recruitment is a talent pool if the job posting states the position is located statewide, if there is no closing date or the closing date is a year away.     4. 4 Introduction to E-Recruiting E-Recruiting is an enterprise wide, web-based tool for managing the end-to-end process of filling positions within Washington State Government. While we’re transitioning, it may take some time before all agencies have posted their openings in the system. Links to many of these agency’s job websites is available: http://www.careers.wa.gov/StateAgencySites.htm All agencies have what is called “decentralized authority” to recruit for and fill their positions. What this means is that each agency may have unique job positing, recruitment and selection processes.     12. 12 Build Your Profile Creating a resume profile is the best way to ensure that recruiters can find you if they are looking to fill a position and search the talent pool. You can do Option 2, and simply attach a resume, which will be searchable by recruiters if they do a full-text search for specific criteria (e.g., Master’s of Science in Engineering), but not if they use the defined fields to do an applicant search. Here’s an example: job seeker Jane Smith has an associate’s degree in business administration, and five years of customer service experience working in retail. Jane is also proficient in using Microsoft Word and Excel. Jane has also supervised other staff. Jane registers in E-Recruiting; she completes 10 tabs of information in the system, including her specific work history, her personal information, and uses the qualifications catalog to identify her supervisory, Word, and Excel experience. The Department of Personnel has a Customer Service Specialist 4 vacancy. This position will be responsible for working at the reception desk, answering questions, and assisting job seekers with their job searches. It also supervises other customer service positions. Recruiter Bob Jones from the Department of Personnel searches the talent pool in E-Recruiting for all registered job seekers who have customer service experience, supervisory experience, and proficiency in Word. Sixty registered job seekers meet those qualifications, including Jane, and Bob sends each an invitation to apply. Helpful hint: if you still have an old state application, enter the information from it into these screens. Career category – this is the field or occupation you work in Responsibility level – this is the type of position you have Job Title – This could be your classification title and your working title. E.g.,: ITS 3 may be any number of different types of jobs, so someone might enter Information Technology Specialist 3 – Help Desk Support instead. Description – This is what you do in your position. Unlike a resume, which tends to include a very short description of your work history, this should be more detailed and in-depth. You might think of this statement as a snapshot or picture of a day of your work. Keep in mind that ER doesn’t have spell check. Also, if you try to copy and paste from Word, some characters do not transfer well and will show up funny. Recommendation: type it into ER, copy and paste into Word for spell check, then make changes directly in ER. Salary – monthly Remember to Save. If you want to enter additional history, click on the “New Entry” button. If you’d like to edit or change your entry, highlight the record by clicking on the blue box next to the “Start Date” field, and click on the button labeled “Edit.” If you would like to remove a record from your work experience all together, highlight the record by clicking on the blue box next to the “Start Date” field and clicking on the button labeled “Delete.”You may continue adding additional entries by clicking on the “New Entry” button. If you’d like to edit or change your entry, highlight the record by clicking on the blue box next to the “Start Date” field, and click on the button labeled “Edit.” If you would like to remove a record from your work experience all together, highlight the record by clicking on the blue box next to the “Start Date” field and clicking on the button labeled “Delete.”

The Credits should be the total credits you received; if you want to add clarification in the “description” field about if they are quarter or semester hours you may do so. Highest Degree/Certificate – click on this box to indicate that this information you’re entering is about the highest level of education you’ve completed. E.g., if you have an associate’s degree and a bachelor’s degree, you would click the box when you’re entering information about your bachelor’s degree. Don’t forget to SAVE your entries.     19. 19 Enter Qualifications (Experience, Skills & Abilities) Qualifications are sorted into two primary areas: General Qualifications Abilities and Willingness Computer Skills Degrees Languages Lead & Supervise Licenses and Certifications Certifications Occupation Specific Qualifications Approximately 250 Sorted in 30 broad categories. Examples include: Social Services Administrative & Support Services http://www.dop.wa.gov/HRProfessionals/Competencies/QualCatalog/ Qualifications are similar to the old matrix codes you might have used as a State applicant. What’s nice now is there is no limit to the number you can enter, and you don’t need to change them based on when a recruiter is certifying a candidate pool; you only need to change them when you want to. Recruiters may search the system for applicants with specific skills, education, or knowledge (for example, Spanish fluency or a Master’s degree in Engineering).     21. 21 Enter Qualifications The drop down menu called “Qualification Group” is a navigation tree, much like folders in Windows. Under the appropriate title, select what you’d like to enter. There will only be information to select from in the lowest level in the navigation tree. For example, in this screen shot shown with the blue arrow, under General Qualifications and “Computer Skills” are a list of indented items (starting with 10-key) each of these will have qualifications for you to choose from. Shown with the green arrow, “Degrees” is a separate area, with no sub-areas, so it will also have qualifications to choose from.     29. 29 Identify Veteran Status Why should this information be completed? If you are a US Veteran, upon your initial appointment, you will be given preference on scored applications and on unscored applications. For scored applications, Vietnam Veterans or Veteran’s who served during a period of war or in an armed conflict as defined in RCW 41.04.005 AND does not receive retirement pay receive an additional 10% on a passing score. If the score is not a passing score, no additional points will be given. Any other type of Veteran or a Veteran receiving retirement page will be given an additional 5% on a passing score. For unscored applications, veterans will be denoted and given hiring preference if he or she is a qualified applicant. Internal candidates can have veteran’s preference if they’re called back to active duty for one or more years from employment with the state or any of it’s political or municipal corporations. An additional 5% shall be added onto the first promotional examination only.Why should this information be completed? You may choose to leave your profile in “locked” status. You may lock or unlock your profile at any time. Important tip: If you’ve applied to a position-specific requisition, recruiters will likely require that you release your profile to be considered for specific position openings. Releasing your profile ahead of time can save a lot of time, and effort. Select the radial button that says “Release profile”, check the box that says “Yes, I have read the data privacy statement and accept it,” and save.If you want recruiters to be able to find you in the talent pool, you must release your profile into the Talent Pool.     32. 32 View My Profile From the Job Seeker Start Page, click on the View My Profile link to get to the Data Overview of your entire job seeker profile. If you need a Washington State Application Form, you can find it on the DOP website at http://www.dop.wa.gov/Resources/Forms/. First, we’re going to go through the “Log In” method of searching and applying for jobs. This will allow you to save searches, add jobs to a “favorites” group, and to manage your applications.     37. 37 Text Search For key word searches, use the * symbol before and after the word or words. You may select the “and” option if you’re looking for a specific phrase like “Information Technology” or “Office Assistant.” This example is for the words Social Worker followed by the wildcard asterisk. You may select the “and” option if you’re looking for a specific phrase like “Information Technology” or “Office Assistant.” This example is for the words Social Worker followed by the wildcard asterisk. The result from this search will return all of the jobs posted with either the words “social” or “worker.”
