  2. Overall objective • The objective of the multi-annual project implemented in all NIS countries is to facilitate policy learning about the opportunities and risks related to developing national qualification frameworks

  3. Policy learning cycle for ETF National Qualifications Framework project Central Asia, RF and Ukraine, and Caucasus 2005 - 2007 New policy that fits in institutional and political context Understanding the wider issues of the classifier problem Urgent and practical problem: Classifier Application of new in-sights to re-analyze home situation Demonstration and familiarisation with practice examples

  4. Expected outcomes 1 • Awareness among policy makers in partner countries of the international debate on the contribution of national qualification frameworks to quality vocational education and training • Understanding of the context specifics of national qualification frameworks and the connection between framework design and overall characteristics of national systems of education and training • Commitment among main stakeholders at national level to engage seriously in NQF policy debate

  5. Expected outcomes 2 • Basic technical and professional capacities for national qualification framework design • Platforms for regional cooperation and exchange of experience • Experience based evidence to underpin policy and design decisions • Basic consensus among key stakeholders within individual countries about policy to be adapted concerning qualification frameworks.
