Consortium Agreement Elements Home institution considers student to be enrolled in eligible program if courses taken at host school apply to home school’s degree or certificate program Home school will accept credit taken at host school Specify which school is responsible for calculating award and aid disbursements Confirm host school is a Title IV eligible institution

    5. Consortium Agreement Elements Cont. Specify which school will…. award the degree or certificate Report enrollment to NSLDS Include student’s data in FISAP Be responsible for R2T4 if student withdraws

Specify applicable refund policy Specify which satisfactory academic progress standard will be used Can be blanket agreement between two schools or on a case by case basis Any special procedures for calculating total cost of attendance and enrollment status

    7. Study Abroad Must confirm that host institution is Title IV eligible If host offers program in conjunction with foreign school, must confirm host and foreign school have entered into Consortium Agreement if foreign school is Title IV eligible Contractual Agreement if foreign school not Title IV eligible

    8. Calculating Cost of Attendance and Enrollment Status Calculated in same way as student taking courses at one school: Combine tuition, fees, books and supplies, living expenses, etc., cost from each school attended. Can use actual or average charges based on what disbursing school uses: If actual charges, use sum of actual charges If average charges, then the average charges at each school must be prorated and combined

    9. Calculating Cost of Attendance and Enrollment Status Cont. Enrollment status based on combined courses taken at both schools. School that disburses must maintain information on: Student’s eligibility How award calculated Disbursement Any other documentation

Consortium Agreements – Pros Allow students to take reduced academic load or accelerate program if taken over summer Course relevant to degree not offered at home school Gives students flexibility in completing degree, i.e., course sequences Reciprocal process with students from other institutions attending your school

    11. Consortium Agreements – Cons Possible loss of revenue Many schools will not honor/use consortium agreements Students take course only to obtain financial assistance, i.e., summer living expenses

    12. Consortium Agreements – Cons Cont. Increased workload for institution without compensating revenue Lack of transcripts received Failure to monitor attendance/progress at host institution Potential liability
