To understand the mobility needs of seniors losing their autonomy, we must understand • The type of response to the older people less autonomous, should consider that: • Future elderly, in there majority, • … will live in their own home, almost until death • - … will live in the apartment or house, that costs of adaptation, are very important for the elderly budgets or for the public or private budgets • - will have probably lower revenuesin the coming years. The precarious economic people today (part-time work, long periods of unemployment, and so one, will not enjoy the same social benefits, in the future.

THE BEST (FRAGILE ) PRACTICE … • « STRADA » (Service for the Transport and Travel Assistance of Seniors) • Created in 1995 by the association Loi1901 (GIHP) and a the only one “senior intercommunity (SIPAG) • ‘door to door’ service, available five days a week, takes citizens over 60 from all the communities in these regions for a fixed or adapted price. • - users: elderly temporarily or permanently disabled, elderly autonomous…

THE BEST (FRAGILE ) PRACTICE … • 2. “Home-freedom Check” – local et national • A service set up by the Agirc and Arrco Foundations, managers of supplementary pension schemes for private sector employees (with Qualidom and City of Lyon. • agreement ) • … in order to maintain the social ties of seniors over 75 years of age who are vulnerable and isolated, regardless of their income. • These pension funds allow for up to checks -books for each senior citizen who requests them, in exchange for a modest financial contribution. A service provider will then provide the required mobility escort, and if necessary, a vehicle.

THE BEST (FRAGILE ) PRACTICE … • 3. “Cyclopousse” – Villeurbanne et Lyon • (« Rickshaw » AREFO Services in Villeurbanne). • Since 2007, the Homes and Residences Association (AREFO), in partnership with the town of Villeurbanne (and Lyon) , and the Solidarity Department, have been helping retirees travel to the post office, the market, the museum etc. from their own homes or from retirement facilities. • The destinations offered by the service were chosen in co-operation with the senior citizens themselves.

THE BEST (FRAGILE ) PRACTICE … • 5. “Mobilityaccompanied » –Lyon (or Escorted mobility”) • (created by a association of a same name organizacion, with an City of Lyon partnership., the Silverlife Institute (Centre of research on the economics of aging) and the Elisabeth Association. • This association develops and implements a comprehensive range of support services. Combined with the aid of various human helpers (both health professionals and family), they offer personalized and adaptable assistance in order to fulfil the wishes of the elderly, such as maintaining a social life, the option to be accompanied by an escort on their daily errands, and the opportunity for adapted services in the case of a loss of autonomy. The association also provides car travel to medical appointments and leisure destinations.

  18. These 5 services can be seen as complementary services implemented by the transport authorities… But they are not integrated into the global supply of agglomeration., and they are mainly financed by social budgets, just close exceptions.

The majority of these services have passed the testing stage and are being put into action, and have all been adapted to support seniors with varied levels of mobility, even those who are largely autonomous. • But despite the demonstration of the relevance of these services, there are two problems for a sustainable policies and actions: • - low durability compared to the prevailing economic model, • - the strong inequality service they produce  

  21. Major objective: the development of a alternative system • non-motorized transport options and human mobility escorts for “seniors with fragile mobility” • … which complements existing systems • And that’s for two reasons: • - first - it is a key that concern social policies, • - second, it is a key that concern urban transport policies. • The human support should be considered at the same time as facilitating mobility, and as a true mobility service and citizenship.
