  1. Overview of Operational Study to the NEPOOL Markets Committee March 21, 2000

  2. Status of Project • Stakeholder meetings with NEPOOL Sectors were held during the period January 5-14, 2000. Meetings were used to solicit input from NEPOOL Market Participants to help identify and refine the scope of the Operational Study. A summary of Stakeholder concerns was distributed to NEPOOL Market Participants by the Operational Study Steering Committee (OSSC) on January 21, 2000. • On February 29, 2000, PricewaterhouseCoopers presented to the OSSC the narrative covering ISO-NE Operational Processes. • PricewaterhouseCoopers provided a draft testing plan to the OSSC on February 28, 2000. This document contained summaries of the approach to be used in performing “Phase II” testing under the project scope. • PricewaterhouseCoopers met with the OSSC on March 1 and 8, 2000 to review the testing plan. During these meetings, changes were incorporated and the final test plan was approved by the OSSC on March 8, 2000. • Observations of operational processes commenced on March 13 and will continue for several weeks.

Day-Ahead Processes The day-ahead processes include the following: Load forecasting Daily bid submittal Outage scheduling Determination of area protection zones External contract scheduling Forecast scheduling Real-Time Processes The real-time processes include the following: Overview of the Control Room Nominal operational processes Other operational processes Administrative processes Overview of Operational Processes Narrative • The Operational Processes narrative describes the operational processes used by ISO-NE to complete its day-ahead and real-time operational responsibilities. Areas addressed by the narrative include the following:

  4. Real-Time Control Room Operations -- comparison of procedural elements taken from the narrative of Operational Processes to actual practices observed. Gap Analysis -- comparison and assessment of Operational Processes narrative to NEPOOL Market Rules and Procedures and NEPOOL Operating Procedures. Algorithms Used in the Scheduling, Pricing and Dispatch System (SPD) -- testing of SPD linear programs using test scenarios and a comparison of the results with an independently developed linear algorithm. System Interfaces and Interfaces Controls -- Including the following: Overview of Phase II Testing Scope and Expected Test Plan • The Testing Scope and Expected Test Plan contains information on PricewaterhouseCoopers plan to test the following ISO-NE areas: • OASIS to Transmission Access Management System (TAMS) • TAMS to Tran$MART • Market System to Tran$MART • EMS Oracle to/from Couger • EMS Oracle to/from Market System • EMS Oracle to/from EMS Habit • EMS to Market Information Server
