MTSA Applicability (33 CFR 105.105) • Facilities that receive vessels: • Certificated to carry over 150 passengers • Receives vessels subject to the SOLAS • Commercial vessels over 100 gross register tons • Barge fleeting facilities regulated to carry CDCs • ALL 33 CFR 126, 127, and154 Facilities • Subject to Random Spot Checks

  3. MTSA (33 CFR 105) DOES NOT APPLY TO: • An oil/natural gas production, exploration or development facility regulated by 126/154… • A mobile facility • An isolated facility with lack of road access… • Facility owned/operated by U.S. for military purposes

  4. 33 CFR 127 • Applies to facilities that handle Liquefied Natural Gas (LNG) & Liquefied Hazardous gas (LHG) • Requires the submission of a Emergency Manual & a Operations Manual

  5. 33 CFR 154.100 • Each facility that is capable of transferring oil or hazmat: • In bulk • To or from a vessel which has a total capacity of 250 bbls or more of ALL bulk oil or hazmat products

  6. 33 CFR 158 • Subparts B, C, and E apply to each port subject to jurisdiction of the U.S. if the criteria from the previous slide is met except for ports used only by- • Tank barges that aren’t configured or equipped to ballast while proceeding en route. • Ships carrying NLS while operating under a waiver. • Ship repair yard that services ships this section applies to. • Subpart D applies to all ports subject to jurisdiction of the U.S.

  8. Annual Exams The inspection consists of two parts • Records and Documentation • Review all required records and documentation • The dock walk and safety inspection • Examine all safety and transfer equipment in the marine transfer area
