  2. Organisational issues • The Government decided not to accept the recommendation that the OCO should be merged with a number of other public bodies. The Renewed Programme for Government contained a commitment to ensure that the Ombudsman for Children’s Office would continue to be able to fulfil its statutory duty. • Re-appointment for second 6 year term as Ombudsman for Children Policy • Follow-up and positive outcomes to the Separated Children Seeking Asylum Project. • Advice to Government on legislation relevant to domestic and intercountry adoption, children in care, civil partnership, and the operation of inquiries into the deaths of children in care.

  3. Complaints and Investigations • The OCO dealt with 912 complaints from Jan-Dec 2009. In the period January-August 2010, the OCO received 786 new cases, a 34% increase on the same period in 2009. • In addition to an increasing volume of complaints, the cases received by the OCO have become more complex in nature. • The OCO published an investigation report on its first own volition, systemic investigation in May 2010. The investigation related to the implementation of Ireland’s national child protection guidelines. • The OCO also published a special report on the provision of local authority housing to children with special needs.

  4. Participation and Education • The OCO undertook a participation project with young people who are detained in St. Patrick’s Institution (a closed, medium-security prison for 16 to 21 year olds). The aim of the project was to facilitate young people to communicate their experience of and perspectives on life in the prison. • During February and March 2010, the OCO facilitated four groups of young people to contribute their views to the Council ofEurope’s consultation with children on child-friendly justice. • The OCO has produced a range of educational materials and also published a booklet on how it set up and worked with its Youth Advisory Panel (YAP).
