Background • Up to the end of 2003, about 80 million Internet users, more than 260 million mobile phone users and more than 255 million non-mobile phone users in china, VoIP is not very popular but very important for Chinese users • CNNIC is co-operated by Ministry of Information Industry of China, and Chinese Academy of Sciences

  4. Background Cont’d • Jul. 2001, CNNIC start the ENUM project and setup a simple ENUM trial system 3 months later • Feb. 2002, MII(Ministry of Information Industry, China) made decision on ENUM trial plan • Sep. 2002, 6.8.E164.arpa delegation by RIPE-NCC and ITU-TSB

Background Cont’d • Oct. 2002, CNNIC run one of the slave servers of e164.arpa • July, 2003, CNNIC upgrade the ENUM trial system on both registration and resolution, and provide the free SIP registration for testing purpose for common users, opened for public test in Dec. 2003 • Sep. 2003, CNNIC ENUM performance test

Integrated ENUM Trial Platform • ENUM resolution platform • Tier 0---current e164.arpa • Tier 1---6.8.E164.arpa • arpa-ns0.enum.net.cn;arpa-ns1.enum.net.cn • Tier 2 • Now, the telephone numbers are managed by province or carrier code, you might judge which province or carrier the numbers belong to. • Registration plan is studied but not finished, of course it should cooperate with carriers, telephone number management should be independent with NAPTR records management to prompt NP • Resolution Logs • 6923 queries, Dec. 2003 • 4288 queries, Jan. 2004 • 7741 queries, Feb. 2004

Integrated ENUM Trial Platform Cont’d • ENUM registration platform • WWW.ENUM.CN • Announced to public users in the 2nd whole meeting of Internet Society of China, in Dec. 2003 • Trial registration under 6.8.e164.arpa. • Over 260 users and 520 ENUMs are registered • Many people or companies show great interest • 9584 page views in Feb.2004

Integrated ENUM Trial Platform Cont’d • VoIP experience platform • SIP UAs • IP/GSTN gateway • ENUM enabled SIP proxy • Open for public registration only for testing purpose, along with the ENUM registration website, only ENUM users can register sip account • Up to Feb. 2004, 205 sip accounts are registered • 9029 calls among sip users(IP2IP) or through gateway(IP2Phone or Phone2IP)

ENUM Performance Test • Internet-based ENUM resolution, to compare the resolution performance with PSTN • Two items are mainly considered • ENUM reply time & reply percentage, e.g. • Remote query with cache, 18719 queries (18610 reply, 99%), average 407 millisecond • Remote query without cache, 18713 queries (17360 reply, 94%), average 2266 millisecond • ENUM server pressure • How to support tremendous queries • Dynamic update with tremendous queries

  10. Participation on the ENUM Activities • ITU-T • Since 2002/02 • IETF ENUM WG • Input to the rfc2916bis • Organized or join in several workshop in Asia Pacific • CDNC activities

  11. China MII-ENUM Study Group • CNNIC is the key member of MII-ENUM SG, which is under lead by MII, China • Carriers, Institutes, ISPs, and etc. are involved

Next Steps • Continue the trial system and get feedback • Research on the resolution performance and administrative policy(Tier2), suitable for china • Promotion on ENUM/SIP application is a big challenge • No license for Internet phone to end users is issued in china, but many ISPs, carriers, and software vendors show great interest • Make suggestions to government to open business trial system(Number plan for SIP with ENUM resolution), and consider to deploy some open test with other carriers or ISPs
