KEY POINTS – NATIONAL TRANSITION General Provisions: • The National Endorsement Provisions in the Rule will be phased in during the five-year period AFTERMarch 24, 2014. • During this period, certain mariners may qualify for endorsements under the regulations in place BEFORE March 24, 2014. • The mariner may choose to use the new requirements, but he or she will need to meet all of the new requirements for the specific endorsement sought, unless otherwise stated. • ****IMPORTANT**** A mariner who is eligible to qualify under the old regulations and does not express a desire to qualify for an endorsement under the new regulations, they are to be evaluated under the regulations in effect BEFORE March 24, 2014. • An exception to this is that we intend to implement new sea service requirements that are more favorable for all mariners BEGINNING on March 24, 2014. http://www.themaritimecenter.com/

GENERAL OVERVIEW - NATIONAL TRANSITION National Transitional Provisions – 5 year Phase Period: • FOCUS: • Two Categories of Mariners: • Mariners who started their service or training BEFORE… • (2) Mariners who started their service or training or applies for an MMC endorsement ON or AFTER….., Mariners who started approved or accepted training or seagoing service BEFORE 03/24/14 and has applied for his first raise of grade (RIG) or original credential after 03/24/14, may qualify under the old regulations. This includes the examination in effect before that date unless they have expressed a desire to examine for their endorsement under the new regulations. NOTE: **The application must be made before 03/24/19.** 2019 2014 2014 Mariners who are seeking a credential based on approved or accepted training or seagoing service started ON or AFTER 03/24/14. Mariners who apply for an MMC endorsement ON or AFTER 3/24/19. MUST MEET NEW REGULATIONS http://www.themaritimecenter.com/

KEY POINTS – STCW TRANSITION General Provisions: • The STCW Provisions in the Rule will be phased in during the three-year period AFTER March 24, 2014. **Full compliance by January 01, 2017** • During this period, certain mariners may qualify for endorsements under the regulations in place BEFORE March 24, 2014. However, mariners must provide proof of completion of any required training for the specific endorsement sought by January 01, 2017. • Grandfathering and transitional provisions will apply to existing mariners that: • Hold specific STCW endorsements or certificates issued prior to March 24, 2014; or • Hold specific STCW endorsements or certificates issued before January 01, 2017. • Mariners who apply for an endorsement based on service or training that was started BEFORE March 24, 2014; or • Mariners who apply for an endorsement based on service or training that was started ON or AFTER March 24, 2014.

GENERAL OVERVIEW - STCW TRANSITIONS STCW Transitional Provision(s) – 3 year Phase Period: • FOCUS: • Two Categories of Mariners: • Mariners who apply based on service or training that started BEFORE… • Mariners who apply for an endorsement based on service or training that started ON or AFTER… Mariners who apply for an STCW endorsement based on service or training that started BEFORE 3/24/14 may qualify under the old regulations UNTIL 12/31/16. NOTE: For certain endorsements to be valid on or after 01/01/17 mariners must meet the additional requirements of the new regulations, as appropriate. Mariners who do not may receive a limitation, as appropriate, on their endorsement noting that it is not valid after 12/31/16, or that is not valid for certain vessels and/or equipment after 12/31/16. 2017 2014 2014 Mariners who apply for an STCW endorsement ON or AFTER 01/01/17. Mariners who apply for an STCW endorsement based on service or training started ON or AFTER 3/24/14. EXCEPT forrenewal UNTIL 12/31/16. MUST MEET NEW REGULATIONS http://www.themaritimecenter.com/
