    2. Proposed Project Medical Complex Drive corridor allows for east-west traffic currently confined to FM 2920 to filter to the south through the southern half of the City Project Limits: 1,790 feet west of the intersection of Park Road and FM 2920, to the intersection of Mahaffey Road and FM 2920

    3. Project Location

    5. Alignment Alternatives In addition to Preferred Alignment ‘A’, Alternatives ‘B’ and ‘C’ were considered Alternatives ‘B’ and ‘C’ primarily impact the tie in to FM 2920 at the projects western terminus

    6. Alignment Alternatives

    7. Right-of-Way Envelope Existing: ROW varies from 60 to 100 feet – will utilize available ROW along Park Road, Medical Complex Drive, Agg Road, and Mahaffey Road Proposed: 120 feet usual ROW varies from 80 to 100 feet due to existing constraints Acquisition: Approximately 59.6 acres from 90 parcels

    10. Right-of-Way

    11. Pavement Typical Sections 100’ ROW and 120’ ROW, including the proposed Utilities include 12” water line, 12” wastewater line, and 4” gas line Bridge over SH 249 Bridge over BNSF Railroad

    16. Drainage Entire project contained within Willow Creek Watershed 16 individual drainage systems identified Primary tributaries include: M112-01-00 M116-00-00 M121-00-00 M124-00-00 M125-00-00

    19. Traffic Volumes: 2011 No Build

    20. Traffic Volumes: 2035 No Build

    21. Traffic Volumes: 2035 Build

    22. Traffic Issues East Bound Through Movement

    23. Considerations Drainage outfalls and mitigation associated with proposed roadway Construction prioritization and provide connectivity to existing built sections of Medical Complex Drive Securing the corridor ROW to better manage future growth along the corridor Creation of a Finance Plan

    24. Finance Plan Considerations Possible Public Funding Opportunities Houston-Galveston Area Council Harris County (County, Flood Control, and Toll Road Authority) TxDOT – Drainage associated with FM 2920 and SH 249 Tomball EDC City bonding: General Obligation Build America Certificates of obligation Grants and defaulting ARRA funds

    25. Finance Plan Considerations Possible Public-Private Partnership Funding Opportunities Tax Increment Financing (Revenue Bonding) Transportation Reinvestment Zone Tax Increment Reinvestment Zone Management Districts (Revenue Bonding) Incentivizing/reimbursing developers/owners to build sections Tolling (through HCTRA) Infrastructure Funds Design/Build/Finance Concessions Design/Build/Finance (COs and/or bank debt financing)

    26. Segmental Construction Medical Complex Drive expansion is divided into 5 segments Segment limits are chosen to best serve the mobility and utilize the City dollars accordingly Consolidation of outfalls between segments

    27. Segment 1 1.1 miles Connection to: FM 2920 Park Road Triechel Road Calvert Road Construction Cost Estimate: $6.478 Million

    28. Segment 2 0.7 miles Connects Segment 1 with Tomball Parkway Proposed bridge crossing SH 249 Construction Cost Estimate: $9.824 Million Bridge Cost: $4 Million

    29. Segment 3 0.9 miles Connects existing Medical Complex Dr. with Agg Road Crossing of HCFCD channel Construction Cost Estimate: $4.954 Million

    30. Segment 4 1.0 miles Connects Segment 3 to just beyond Huffsmith Khorville Rd. Includes dual 350’ bridges over RR Construction Cost Estimate: $12.311 Million Bridge Cost: $1.9 Million

    31. Segment 5 1.2 miles Connects Segment 4 to FM 2920 Includes Mahaffey Road Brady Lane Colby Lane Construction Cost Estimate: $6.779 Million

    32. Construction Cost Estimate $39.988 Million if built in 2009 $9.173 Million for ROW land acquisition Total: $49.278 Million Excludes outfall channel projects

    33. Conclusions & Recommendations Roadway includes 5-miles of four 12-foot wide lanes divided with a 42-foot wide raised median Constructed of reinforced concrete pavement Proposed typical 120-foot ROW Requires 60 acres of ROW from 90 parcels Detention facilities require additional 34 acres from 11 properties

    34. Conclusions & Recommendations 5 new traffic signals required 2 new bridges will be constructed, one at SH 249 and a dual bridges over BNSF Construction phasing into 5 segments Drainage includes 5 detention ponds and 17 closed conduit systems Hydrologic and hydraulic mitigation analysis required Recommended that a project finance plan and preliminary cash flow schedule be prepared
