  3. What is Energy Performance Contracting? • A vehicle for financing energy upgrades, renewables projects, and building improvements in a tax-neutral way. • The energy savings pays for the project over time, saving taxpayers money over the life of the project.

  4. History in New Hampshire • 1993 legislation Any state agency or municipality may enter into an energy performance contract for the purpose of undertaking or implementing energy conservation or alternate energy measures in a facility. An energy performance contract may include, but shall not be limited to, options such as joint ventures, shared-savings contracts, positive cash flow financing or energy service contracts, or any combination thereof, provided that at the conclusion of the contract the agency will receive title to the energy system being financed, if the agency so desires.

Project Highlights • Manchester NH School District. • EEI audited and implemented projects in 22 schools over two years. • $3.7 Million in expenditures. • More than $750,000 in rebates and grants. • New Boilers, ERV Units, Building Controls, HVAC Commissioning, Transformer Replacements & LED Lighting.

  12. Ready for LED? • McLaughlin School Manchester is almost entirely LED Lighting. 10,000 KWH hour per month in savings. 6 year payback on a product with 22 year rated life. • All Classroom fixtures are now dimmable. • City will convert all Streetlights to LED.

  13. LED Street Lights • Will offer Cities and Towns payback between 3-6 years. • Offer less maintenance, better light output, major energy savings, enhanced control options. • And they save EVERYBODY money.

  14. Shaker School District • Phase I Performance Contract • Remove 1960’s boiler, replace T12 lights. • Phase II Performance Contract (Renewables all Schools, LEDs all spaces, improve building controls).

  15. Wood Pellet Solutions Over 10 year period pellets have been much cheaper than oil and State of New Hampshire will generate renewable credits with NH Public Utilities Commission.
