Brief History • The ISTC is an Intergovernmental Organization founded in November 1992 • Founding Members: European Union, Japan, Russian Federation, and United States of America • Headquartered in Moscow, operations began in March 1994 • The ISTC is accredited in Russia, Armenia, Belarus, Georgia, Kazakstan and Kyrgyz Republic, Tajikistan with a status equivalent to diplomatic mission ISTC - Nonproliferation through Science Cooperation

ISTC Objectives • Provide weapons experts in the CIS the opportunity to redirect their talents to peaceful activities • Contribute to solving national and international science and technology problems • Support basic and applied research • Assist the transition to market economies • Integrate CIS scientists into global scientific community Nonproliferation Through Science Cooperation

Science Project Program Overview • The ISTC develops, approves, finances, and monitors peaceful science and technology projects. • Projects are carried out by teams at research institutes in Russia and other CIS countries. • Funds are paid directly to project participants in US$ as non-taxable grants. • Collaboration with foreign organizations is strongly encouraged.   7. Science Project Program Activity • By June 2004, $600 Million in funding for 2000 projects • Over 58,000 specialists at 756 Institutes in 7 CIS Countries received ISTC grants ISTC - Nonproliferation through Science Cooperation

Activities and Programs (2) ISTC Partner Program aimed to combine skills and competence of CIS institutes with research and development strategies of commercial companies and governmental organizations. Partners gain privileges provided by the program e.g. access to working places in CIS institutes-executors, tax-and custom exemptions, IPR regulation etc. ISTC - Nonproliferation through Science Cooperation

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • ENVIRONMENT represents the largest of 14 Technology Areas within the ISTC • 683 proposals (15,8%) submitted to the Secretariat; • 410 proposals considered by the Parties and approved for funding; • 93,5 Mil US-$ of funds provided by the Parties and Partners; this is about 15,6% of the ISTC project budget.

ENVIROMIS-200417—25 July 2004, Tomsk, Russia #413: “Development of Methods of Prediction and Statistical Description of the Aerosol and Gas Pollution as a Result of Technogenic Disasters and other Extreme Situations.” Leading Institute: State Research Center of Virology and Biotechnology VECTOR, Koltsovo, Novosibirsk reg Funding Party: USA ($66,000), SW: ($66,000), 36 months, completed. Results of the Project : Applied program package for the analysis of different ecologically unfriendly situations, accidents and disasters was developed with the aim of organization of actions for prevention and the elimination of consequences. Project results can be used as practical guide and methods for the Ministry of Emergency Situations of the Russian Federation

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • #1217p: “Development of the Efficient Methods for the Inverse Problem Solution with the Aim to Determinate the Main Characteristics of Gas and Aerosol Pollution Sources in the Atmospheric Boundary Layer under Conditions of Latent Volley Emissions, Technogenic Accidents and Catastrophes”. • Leading Institute: State Research Center of Virology and Biotechnology VECTOR, Koltsovo, Novosibirsk reg • Funding Party: DARPA USA ($85,000), 24months, completed. • Results of the Project: • methods and algorithms for the determination of the location of point and plane pollutant sources and other parameters by the limited data of concentration measured values were developed. • program packages were developed to solve a wide range of direct and inverse ecological problems associated with the diffusion of gas and aerosol pollutants of various origins in the atmospheric boundary layer.

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • #1235: “Studies of the Main Sources and Peculiarities of the Distribution of Gaseous and Aerosol Pollutants in the Atmosphere over Russian Territory by Using a Specialized Carriage-Laboratory ”. • Leading Institute : Institute of Atmospheric Physics, Moscow • Funding Party : EU(€303,715),other(14,617)36 months, • Project completed. • Results of the Project : • Mobile railway carriage-laboratory was equipped to provide investigations • Researche were carried out and the analysis of the data on distribution of gas and aerosol pollutants in a boundary layer of an atmosphere in territory, adjoining to the Transsiberian trunk-railway was made. Measurements were carried out on the West-East route (Moscow-Khabarovsk) and North-South route (Murmansk-Kislovodsk) at winter and summer seasons.

ENVIROMIS-200417—25 July 2004, Tomsk, Russia #2773“Atmosphere Composition Investigations Over the Northern Eurasia Using the Mobile Carriage-Laboratory ” Leading Institute: Institute of Atmospheric Physics, Moscow Funding Party: ЕС (264,000 € ),36months. To be signed Goals of the Project: 6 long-route expeditions, including 4 latitudinal and 2 meridional ones will be organized. These expeditions will allow obtaining data on the spatial distribution, sources, and transport of principal greenhouse gases and atmospheric pollutants over most regions of Russia. The observational data will be analyzed, generalized, and interpreted on the basis of modern photochemical, climatical, and biogeochemical models. This work will allow description of the present state of the ecosystems over northern Eurasia and prediction of the further tendencies.

Sukachev Institute of Forest, SB RAS, Krasnoyarsk-26, Krasnoyarsk reg. • Funding Party: ЕС (880,000$), 60 month., ongoing. • Results of the Project : • construction of a tall tower and a laboratory in Central Siberia, • continuous measurements of concentration and flux of atmospheric constituents related to the carbon cycle and of meteorology, • regular filling of air flasks at the tower and transport of the flasks from and to the tower to the Krasnoyarsk and Jena laboratories for further analysis • Siberian measurements will be paralleled by measurements at a recently installed tower station in North-Bavaria (Germany).

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • #1908“Experimental and Theoretical Investigation of Dynamics and Kinetics of Gas Contamination and Aerosols in the Central Continental Asia (Baikal Region and Sayan Background Station - Mondy Included).” • Leading Institute: Karpov Institute of Physical Chemistry, Moscow • Funding Party:USA (289,100$),36months, ongoing • Goals of the projects: • develop the gas-aerosol data bank for the background regions of lake Baikal and Mondy station • analyse a transferal of atmospheric pollutants during different seasons, • develop numerical complex model for transport/transformation of the atmospheric pollutants characteristic of these regions.

Novgorod reg. • Funding Party: USA (399,000$),36months. To be signed • The aim of the project is to determine the main mechanisms, which define СО2 fixation and emission in boreal forests • Goals of the projects : • development and creation of a stationary automatic complex, • continuous determination of СО2, and hydrometeorological and actinometrical characteristics of forest ecosystem, • development of models, which describe processes of СО2, heat and moisture processes in boreal forest. • The obtained data could be used for control of international agreements observance on quoting of СО2 emission into the atmosphere.

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • #2274“Development of Methods, Instrumentation and Models for Optical Monitoring of Atmospheric Trace Gases up to 110 km and Study of Their Trend Characteristics .” • Leading Institute:Institute of Atmospheric Physics, Moscow • Funding Party: ЕС (380,000 €),36months, ongoing • Goals of the project: • Development of new methods for the remote control of anthropogeneous gases in the atmosphere, • Modernization of optical instruments (Gasovizor and 4-channel Fourier- spectrometer) and laboratory and nature tests to study their characteristics, • Creation of a database about spatial–temporary distributions of the temperature of the middle and upper atmosphere, • Modification of a numerical model of the middle atmosphere

ENVIROMIS-200417—25 July 2004, Tomsk, Russia • #3032“The Study of Atmospheric Pollution Transport from Europe to Pacific Region Using Ground-Based and Satellite Measurements” • Leading Institute: Institute of Atmospheric Physics, Moscow • Submitted to Parties for Board Decision • Goals of the projects: • Modernization of distant monitoring methods for measurement of atmospheric pollution with nitric oxides, carbon oxides and aerosol and organization of regular measurements in European part of Russia , in Siberia and in Northern Caucasia, • Generalization of long-term data from Russian stations about NO2 and CO concentration, • Data correlation for ground based measurements of NO2, CO and aerosol concentration with satellite results for validation • Investigation of polluting mixture (NO2 and CO) and aerosol transfer to Northern Pacific region through Eurasia and Japan.

  24. Conclusions • Over 10 years of operation, the ISTC has become mature organization and a leading supporter of peaceful scientific research in CIS countries • The ISTC is focusing resources on long-term sustainability of scientists • ISTC Partners and Collaborators play a central role in engaging weapons scientists in peaceful research • Efficiency, transparency and accountability are the foundation of ISTC progress in nonproliferation ISTC - Nonproliferation through Science Cooperation
