Outline and Situation • Held on Thursday 30th, 16:00—19:30 • Chair has just changed from Lee SeungMin to MAEMURA Akinori • The forth NIR meeting • The firstOPEN NIR meeting • Previous three are closed within NIR people • 4 non-NIR people out of 36 participants • Facing the turning point of NIR structure

  8. NIR is • National Internet Registry • Had formed as “Country NIC” before APNIC launched • Had redefined its function to cover cultural and linguistic gap between APNIC and LIRs

Issues • Having allocation and allocating to LIR recursively causes fragmentation of IP address • Membership has no sufficient difference from ordinary LIR members • Fee structure, vote count,,, • Proposed in the previous meeting in KL that we should discuss from “what is an NIR” • But little discussion has made till now

Discussion and Conclusion • Paul Wilson presented a discussion stuff (not a proposal) that identified the issues around NIRs and example of possible solutions • Activate the discussion on this issue on nir-discuss mailing list • based on this stuff from now • Discuss and develop some other proposal back in each NIR • Establish a working group if needed after discussion on the list

Discussion • TWNIC presented its recently developed web-based IP address management- application system • KRNIC has had like this for some years • JPNIC is under planning the development of whole registry system • APNIC has its system • Isn’t it redundant and wasteful to develop each own different systems?

Conclusion • Start the discussion on the nir-discuss mailing list for collaboration of the development of registry system • Efficiency by synergy for each party • Smooth coordination for DB synchronization • Discussion may kick off a Task Force for this project • Possible Collaboration with IRR activities

  14. Wrapping up… • Very active and constructive discussion and contribution • 3.5 hour continuous meeting is longer than IPv6 session that was so hot • Nir-discuss mailing list is also open to everyone now! • Consult mailing-list web page for subscription
