  1. What is “HSIP Freedom”? “Homeland Security Infrastructure Program – Freedom” Partnerships to gather and improve existing government owned license free data. Sharing and distribution of above license free data to officials at all levels of government (local, state and Federal).

  2. How it Works • State provides existing data • State and TGS agree on the best way to update / improve data • State coordinates improvement effort • TGS updates / improves data • Improved data is returned to state • State determines how its data will be handled / protected for non Federal users. • Improved data is provided to NGA • No cost to state

  3. How is Data Verified? Phone calls and reference layers are used to locate entities/assets relative to base map layers. We call this process PinPointing

  4. Benefits • Allows officials at all levels of government to have Common Operating Data • Allows local officials to plan and train with the same data that they and the Feds will use in an emergency. • Maximizes tax payer dollars: build once, use multiple times. • Harnesses local knowledge to enable more meaningful and accurate data. • National coordination assures seamless, complete, nationwide data. • Federal resources being provided to help gather, update and verify data. • More Feedback on data quality from local users

  5. Data Layers • On Going Maintenance • Fire Stations / Departments • Law Enforcement / Police Stations • Hospitals • Prisons & Jails • Urgent Care Centers • Places of Worship • Completed • Tunnels • Dams • Evacuation Routes • Emergency Operations Centers • Hazardous Materials (EPA RMP data) • Large Corp HQ • Truck Driving Schools • Colleges & Universities • Federal GSA Buildings • FBI Offices • Red Cross • Currently Working • PSAP 911 Boundaries • State Gov. 7. WHO ARE WE? • The Alabama Association of Regional Councils is composed of twelve regions. • Each region is a public organization and encompasses multi-jurisdictional community. • All 67 counties are supported by RPCs • Regional councils are a "service arm" of local governments. Their activities are directed in response to local needs.

  8. RPCs GEOSPATIAL DATA • A majority of GIS DATA used by the RPCs is reference data. • The Source of the data used depend on their availability and need; Federal, State and Local. • Each RPC creates, maintains, and updates a variety of in-house data for planning and economic development.

  9. SUPPORTING HSIP • The AARC GIS Taskforce adopted to consolidate best available data as identified by the NSDI Framework approach. • Town and Municipal Limits are being consolidated statewide

  10. The completed Town and Municipal Limits will be submitted to TGS via FTP by the individual RPCs • AARC participation has been endorsed by AEMA and ALGO • Future efforts: Statewide Street Centerlines
