  4. TQM Principles • Customer focus • Obsession with quality • Continual improvement • Unity of purpose • Teamwork • Employee involvement • Education/training • Scientific approach • Long-term commitment

  5. The Deming Cycle:Plan • Conduct needs assessment • Define desirable outcomes • Determine ways to reach outcomes • Develop indicators • Invite all to participate

  6. The Deming Cycle: Do • Find out what has been done and how it worked • Uncover residual "bad feelings" • Use examples of other communities • Consult the research • Involve everyone • Take care of logistics

  7. The Deming Cycle: Check • Compare details and overall shape • How do program and assessment compare? • Are desired outcomes addressed suitably? • Is program inclusive? • Is everyone involved? • Are goals feasible?
