Defining the Framework (FIMA) Document which provides guidance to RECS and their member countries for the design and implementation of agriculture and rural development strategies in the respective regions. CAADP Pillar II aims to raise the capacities of private entrepreneurs to meet the quality and logistic requirements of markets to create income and employment • Strategic Areas defined by the framework: - A: Raising competitiveness and seizing opportunities in international markets - B: Investing in commercial and trade infrastructure to lower the cost of supplying domestic, regional and international markets - C: Value-chain development and access to financial services -D: Strengthening he commercial and technical capacities of farmers organization and trade facilitations • Dissemination of the Framework through meetings organized by the RECs (Comesa in Seychelles) and ECOWAS in Senegal, the international arena ( Lobbying conferences)

Defining the early actions: - The implementation of the early actions - The Roadmap update from the team Technoserve/Dalberg - Support to RECs and the country levels for the elaboration of their compacts: - Countries (analysis support; modelization; defining key drivers for investment; and elaborating the round table documents) - Regional level (ECOWAS signed a agreement with CMA/WCA to elaborate the thematique group 4 related to agricultural sector, and market promotion) Implementation of the early actions: - Roadmap design. The Pillar II Roadmap is an implementation tool developed to assist all stakeholders by identifying best practices in the areas of market access and infrastructure across the continent, which relate to the four sets of early actions

The Next Steps: • Validation of the Roadmap • CMA/WCA Pillar II Lead institution providing input to the Ministerial Meeting • CAADP Private Sector Convening Meeting to better involve the private sector in the financing, early actions, and the drafting of a position paper on CAADP issues. • CMA/WCA Pillar II Lead Institution providing input to the Heads of State Meeting from the outcome of the private sector meeting • Support from 4 technical experts sitting at CMA/WCA for 6 months to provide assistance for the stakeholders to draft pilot projects in the 4 defined strategic areas of Pillar II

CAADP Pillar II ROADMAP UPDATE ENHANCE REGIONAL & TRADE POLICY Co-ordinate a regional policy surveillance system Facilitate a regional trade information system Support the East African Grain Council Improve the West African commodity exchange Build and train trade and negotiation teams Strengthen frameworks and harmonize standards Improve quality management reporting Strengthen certification providers & quality monitoring and enforcement agencies Methodology and Approach CAADP Pillar II aims to raise the capacities of private entrepreneurs to meet the quality and logistic requirements of markets to create income and employment. It also endeavours to create the required regulatory and policy framework that would facilitate regional trade and the emergence of regional economic spaces. The Pillar II Roadmap is an implementation tool developed to assist all stakeholders. By identifying best practices in the areas of market access and infrastructure across the continent, which relate to the four sets of early actions listed in the boxes on the left hand side, the Conference of Ministers of Agriculture in West and Central Africa aims to enhance regional co-ordination, build strong public, private partnerships and enhance the capacity of farmer organisations and trade associations across the African continent. Review Countries and Stakeholders Activities in select countries will be reviewed during the process of roadmap design. These include: Senegal, Burkina Faso, Niger, Nigeria, Sierra Leone, Liberia, Mali, Rwanda, Uganda, Zambia, Ethiopia, Ghana, Kenya, Malawi and Mozambique. The roadmap involves consultation with a wide variety of stakeholders including: regional bodies, ministries of agriculture, infrastructure and trade, farmers organizations, trade associations, donors and agricultural experts.
