District = 10 minutes. • City population 186 K/Doubles on weekdays. • Major outdoor recreation destination with 13 ski resorts and 5 National Parks.

SOUND FAMILIAR? • Deregulated industry. • Enforcement is little to none. • “Gypsy cab” operations rampant. • Companies are really “Taxi leasing agencies.” • Poor response times. • Overcrowded airport staging. • Non-responsive companies. • Little or no ADA transportation. • Active and effective lobbying. • Uninformed/misinformed law makers.

Major Program Responsibilities • Oversight and enforcement for all ground transportation within Salt Lake City, & Airport. • Management of the Airport / City “Taxicabs contract,” ensuring compliance and service requirements are met. • Registration, inspection, AVI installation and taxicab meter certification, for all GT companies and vehicles operating in Salt Lake City. • Background and licensing of all GT Drivers. • Mystery Shopper program for enforcement & contract compliance of Ground Transportation.

  6. “MEANINGFUL” PENALTIES $1000 - No Operators Badge / No Registration / No Inspection / No AVI / No Inspection Seal $500 – Violation of Transport / Failure to Maintain Inspection Minimums. $300 – Drivers Conduct / Smoking In Vehicle / Payment For Passengers. $100 - Improper Display of Badge. “A violation of any provision of this chapter by any driver or vehicle owner shall also constitute a violation of such provision by the ground transportation business under whose authority such driver or owner was operating at the time of the violation.”

NO BUDGET IMPACT • Personnel wages and benefits • Personnel related supplies and equipment • Vehicles / Fuel / Insurance • Building lease • Building utilities • Program supplies • Mystery Shopper costs • Airport % of costs recovered through Airport AVI fees. • Costs associated with City enforcement and functions, including one FTE are billed to City. • Badging is administered and paid through fees to the Airport Access Control Office. • Fines go to City “general fund.” COSTS FUNDING
