  2. 1) FP 7 Framework Programme for Research, Technological Development and Demonstration Activities 2007-2013 / Strategic Objectives • Promoting and investing in world class- state of the art research based on excellence in research • Development of a Knowledge-based economy and society in Europe which will meet the objectives of the Lisbon strategy • Enhance dynamism, creativity and excellence of European research at the frontier of knowledge • Strengthen human potential in research and technology • Deepen the dialogue between science and society in Europe thus develop a science and research agenda that meets citizens concerns • Strengthen research and innovation capacities throughout Europe • The Seventh Framework Programme has to contribute and promote sustainable growth and environmental protection including climate change

  5. 4) FP 7 ICT / Information and Communication Technologies: Objectives / Rationale To improve the competitiveness of European industry enabling Europe to master and shape the future developments of ICT to meet the demands of society and economy ICT is at the core of the knowledge-based society and will strengthen Europe's scientific and technology base by ensuring global leadership driving and stimulating product, service and process innovation and creativity ICT are critical to Europe's future and underpins the realisation of the Lisbon agenda having catalytic impact on productivity and innovation Approximately half of the productivity gains in our economy can be explained by ICT impact on products, services and business processes ICT are leading force in boosting innovation and creativity and in mastering of changes in complete value chains across industry and service sectors

  6. 5) FP 7 Joint Technology Initiatives / Co-ordination of Non-Community Research In limited number of cases, the scope of a RTD objective and the scale of the resources involved justifies to establish long term public private partnerships in Joint Technology initiatives combining private sector investment and national and European public funding Co-ordination of Non-Community Research Programmes will use two main tools: - The ERA-NET scheme - The participation of the Community in jointly implemented national programmes (Treaty Article 169) in well-identified cases on large scale and "variable geometry" including intergovernmental programmes

  7. 6) FP 7 ICT Work Programme 2007-2008: Focus / Challenges Input in brief: A changing ICT context • Increasing competition at a global scale • Acceleration of ICT innovation cycles • Europe needs to position itself in the important parts of the value chain where it can, and should compete • Mastering key elements of the technology chain • Europe specific needs drive a growing demandfor ICT • Europe can address its major socio economic challenges with ICT • And provide new opportunities to European industry

WP Main Objectives and Structure (1) A WP structured around a limited set of “Challenges” • A Challenge is • Focusedonconcrete goals that require effort at Community level and where collaboration is needed • Ambitious and strategicproposing a European vision on ICT for the next 10 to 15 years • Described in terms of achievements to reach and not in terms of means to realise achievements

WP Main Objectives and Structure (2) • A Challenge is driven by • The need to overcome precise technology roadblocks to reach specific technical characteristics of a target solution, or • The need to develop precise end-to-end systems to achieve specific socio-economic goals • Each Challenge is addressed through a limited set of Objectives that form the basis of Calls for Proposals • An Objective is described in terms of • Target outcome • Expected impact

Challenges: Building on Europe’s Strengths (1) • Industrial & technological leadership in key ICT fields • Telecom, embedded IT, nano-electronics, micro-systems, rich audio-visual content etc • Capacity to draw on multiple disciplines • ICT, biology and Biotechnology, physics, materials, social science,.. • Handling complexity • Transform progress in complex technologies into reliable products • e.g. infrastructures: energy, telecom, trains; complex devices: mobile, home, • Strengths in “vertical” markets • e.g. automotive, aerospace, pharmaceuticals • Partnering and collaboration • consensus-building, pursuing common goals

Challenges: Building on Europe’s Strengths (2) • Two major strongholds • Converged networks and infrastructures • Replacing current internet, mobile fixed, media and service infrastructures • More pervasive, service, software and communication infrastructures • More flexible and adaptable • Scalable • Secure and dependable • Smaller, faster, cheaper and more reliable components and embedded systems • Towards the nano-scale, higher integration (SoCs, SiPs,..) • Multifunctional micro-systems, photonics • Productivity and reliability of embedded systems, computing and control • Budget increase by 20-30% in comparison with FP6

Challenges: Opportunities from growing demand • New opportunities emerging from: • Growing demand and new ways of using ICT • new technology paths • Growing demand in areas corresponding to Europe’s socioeconomic challenges • Digital content and knowledge (including learning, culture, digital libraries..) • Sustainable health • Intelligent car and safe transport, sustainable growth, • Inclusion and independent living • Demand for end to end systems, services and products, driving ICT progress and innovation • Budget increase up to 60% in comparison with FP6

Challenge: Opportunities from new technology paths • Opportunities arising from new technology paths • A new wave of more “intelligent” technology: • ICT systems that can learn from experience and observation • can adapt to the user and to their environment • are aware of the context • Driven by developments in: • Cognitive systems • in interaction/simulation • and in advanced robotics • Budget increase by 55% • FET as pathfinder, budget increase by 20%

ERA-NET • Objective: Step up the cooperation and coordination of research programmes carried out at National or regional Level Through networking of research programmes and development of joint activities • In FP7 ERA-NETs are continued and reinforced ERA-NET-Plus module for joint calls • Information exchange • Definition of joint activities • Implementation of joint activities • Funding of joint trans-national research actions • FP6 follow-up proposed under FP7 is possibly linked at step 3 and 4

  34. 9) FP 7 Project types / funding schemes • Collaborative projects aimed at developing new knowledge, technology, products, demonstration activities or common resources for research • Small or medium-scale focused research actions (STREP) • Large-scale integrating projects (IP) • Networks of Excellence (NOE) support to a Joint Programme of Activities implemented by a number of research organisations integrating their activities in a given field carried out by research teams in the framework of longer term co-operation • Coordination and support actions (CSA) aimed at coordinating or supporting activities and policies e.g. by networking, exchanges, trans-national access to research infrastructures, studies, conferences etc • Coordination or networking actions (CA) • Specific support actions (SSA)

  35. 10) Involving SMEs and feeding innovation • Particular attention to SMEs needs and potential in the definition of the priorities of the ICT work programme • SMEs in FP7 projects: the Community’s financial contribution may reach a maxumum of 75% of the total eligible costs • The role of SMEs in innovation is indisputable • SMEs play a vital role in the development of new business visions • SMEs have a strong capacity to focus research effort to develop and implement new business apportunities • The aim for FP7 will be to enable at least 15% of the funding to SMEs

  36. 11) FP 7 SME Activities • Specific actions to support SMEs or SME associations in need of outsourcing research with limited or no research capability • Research intensive SMEs may participate as research service providers or outsource research to complement their core research capability • Actions will include support and demonstration to facilitate the exploitation of research results: • Research for SMEs to support small groups of innovative SMEs to solve common or complementary technological problems • Research for SME associations to support them and SME groupings to develop technical solutions to common problems in specific industrial sectors or value chains

  37. 12) CIP: Competitiveness and Innovation Framework Programme: Objectives / Implementation • To foster the competitiveness of enterprises and in particularly SMEs • To promote innovation including eco-innovation • To accelerate the development of a competitive, innovative and inclusive Information Society • To promote energy efficiency and new renewable energy sources in all sectors including transport • CIP will be implemented in specific programmes and annual work programmes: • The Entrepreneurship and Innovation Programme • The ICT policy support Programme • The Intelligent Energy-Europe Programme • The total budget for CIP 2007-2013 is EUR 4212, 6 million

  38. 13) CIP: Implementation Measures • Community financial instruments for SMEs • Networks bringing together a variety of stakeholders • Pilot projects, market replication, projects and other measures to support the take-up of innovation • Policy analyses, development and coordination with participating countries • Information sharing, dissemination and awareness raising • Support to joint actions of Member States or regions • Procurement based on technical specifications elaborated in cooperation with the Member States • Twinning between authorities at national and regional level • CIP will encourage and facilitate the participation of SMEs in FP.7 through its services in support for their business and innovation activities

  39. 14) FP 7 Regions of Knowledge: Objectives/ Rational / Activities • To strengthening the research potential of European regions by encouraging and supporting development of regional "research-driven-clusters" associating universities, research centres, enterprises and regional authorities • Enabling European regions to strengthen their capacity for investing in RDT and carry out research activities maximising their potential involvement in European research projects • The new Regions of Knowledge will involve and bring together regional actors involved in research and projects will cover joint analysis of research agendas of regional clusters • Involving regions in specific research activities and this includes "mentoring" of regions with less developed research profiles and support to emerging Regions of Knowledge
