FERC Order 1000 Public Policy Requirements (PPR) • All public utility transmission providers must make compliance filing with FERC by October 10, 2012 (update OATT and business practices regarding how they will meet PPR). • Compliance filings for interregional transmission coordination and interregional cost allocation due by March 10, 2013. This presentation is to outline initial/draft suggestions on how NWE plans to meet the requirements necessary for the October 10, 2012 filing.

  3. Public Policy Requirements (PPR) Summary of Requirements • Order ¶203: Have a process that supplies stakeholders an opportunity to provide input into what they believe are transmission needs driven by Public Policy Requirements (PPR). • Order ¶205: Clarifies that by considering transmission needs driven by PPR we mean: (1) the identification of transmission need driven by PPR; and (2) the evaluation of potential solutions to meet those needs.

  4. NWE’s suggestions to meet requirements Does NWE’s biennial Local Area Electric Transmission Plan, current business practice allow for sufficient input from stakeholders during Quarter 1 and Quarter 5 of the 8 quarter process?

  5. Public Policy Requirements (PPR) cont. • Order ¶216: Does not preclude considering additional public policy objective not specifically required by state or federal law or regulations.

  6. NWE’s suggestions to meet requirements Should NWE consider Public Policy Requirements that are beyond state or federal law or mandate?
