  2. Attention Grabber The population of English learners in the Chicago Public Schools is large and growing. But the city's bilingual education programs are among the nation's worst-performing, by any number of measures. The segregated programs have demonstrated a chronically poor track record of student achievement, particular when it comes to transitioning students to English fluency. • http://www.lexingtoninstitute.com. 3. Give Your View Point your Opinion Bilingual Language should be shouldn’t be implemented in the United State because it’s bringing the education system down.

  4. Importance: WHY give attention to the issue or topic • Over the past 10 years, the number of LEP students in the nation's schools has increased by 50%, to 3 million students - a figure that is expected to double in the next decade. Along with rising numbers of students, have been rising costs. The federal government spends an estimated $250 million a year on bilingual education, and large urban districts such as New York City, spend even more. But it is not just the large urban districts that face an increasingly diverse student population. Many suburban and rural schools now wrestle with the issue. In years to come, experts say that few districts will be left untouched by the nation's changing demographics. • http://www.sharingsuccess.org. N.p., n.d. 5. Hindrances, Obstacles or Counter-Arguments Bilingual children out-perform their monolingual peers in study after study. Social advantages, how it is successful

  6. At least Three Reasons why you believe so or why you proposed that something must be done • Cost to taxpayers • Lack of Language development • Limited use of native resources

  7. Reason or Argument 1 • Not learning English long enough • Bilingual education promotes segregation • Many people believe that bilingual language will actually help them in the long run and also make them more socially outgoing. • www.suite101.com. N.p., n.d. Web. 30 Oct. 2012. <http://suite101.com/article/ bilingual-education-programs-pros-and-cons-a227708>.

  8. Reason or Argument 2 • The costs of bilingual education • The report indicates that nationwide, over $12 billion is being spent on the education of limited-English students, with over half, 55%, being spent on bilingual education programs, 24.5% being spent on undefined programs, and only 19.6% being spent on English as a Second Language programs. It estimated that 20% of identified limited-English students are receiving no special program of instruction at all. • www.thesocialcontract.com. N.p., n.d. Web. 30 Oct. 2012. <http://www.thesocialcontract.com/artman2/publish/tsc0502/ article_417.shtml>.

  9. Reason or Argument 3 • Change is hard for the kids • Bilingual education that caters to immigrant students creates a problem for those students. Instead of learning the dominant language of the new country, the students are more likely to continue to rely mostly on their native language. Relying too much on an old language and not learning the primary language of a new country is a way that people resist assimilation. Single language instruction of a new student is more likely to produce someone who will have an easy time integrating into society.www.ehow.com. N.p., n.d. Web. 30 Oct. 2012. <http://www.ehow.com/ info_8573050_disadvantages-bilingual-education.html>.

  10. Conclusion • Bilingual Language shouldn’t be implemented because of the cost, time, and difficult of change. • Ask for action
